According to the requirements of the specifications, the contracting authority will respond clearly and completely to all requests for clarification / additional information 11 days before the deadline for submitting the offer.to the extent to which they were addressed within the term provided in section I.3) of the data sheet. The number of days until clarifications can be requested before the deadline for submission of tenders / applications: 20.

According to the specifications.

1) Bidders, third-party supporters, associations and subcontractors must not findas in the situations provided in art. 59-60 of Law no. 98/2016. In this sense, all economic operators DUAE will be completed by the deadline for submission of tenders. The bidders, third-party supporters, associations and subcontractors must not find themselves in the situations provided in art. 164, 165, 167 of Law no. 98/2016. The mode by which the fulfillment of the requirement can be demonstratedthey: the DUAE will be completed by the economic operators participating in the award procedure with the information related to their situation, under the sanction of excluding the economic operator according to art. 169 of Law no. 98/2016. The supporting documents proving the fulfillment of those assumed by completing the DUAE will be presented, at the request of the contracting authority, only by the tendererranked in the first place in the intermediate ranking drawn up at the end of the evaluation of the offers.

These documents are:

1) certificates confirming the lack of outstanding debts regarding the payment of taxes, taxes or contributions to the general consolidated budget (local budget, state budget, etc.). ) at the time of presentation / submission;

2) the criminal record of the economic operator and of the members oto the administration, management or supervision body of the respective economic operator or of those who have the power to represent, decide or control within it, as it results from the certifying certificate issued by the ONRC / the constitutive document;

3) as the case may be, documents proving that the economic operator can benefit from the derogations provided in art. 166 para. (2), art. 167 para. (2), art. 171 of Law 98/2016 on public procurement;

4) other edifying documents, as the case may be.

2) Foreign legal persons may present a declaration on their own responsibility or, if in the respective country there are no legal provisions regarding the declaration on their own responsibility, an authentic statement given before a notary, an administrative or judicial authorityu of a professional association that has competence in this regard for the situations described in art. 164, 165 and 167 of Law no. 98/2016 regarding public procurement. Note: the requirement must also be met by associates, third-party supporters and subcontractors in the situation where they exist.tune in and downloaded in PDF format and signed with the extended electronic signature. DUAE will be uploaded in the section of qualification documents in SEAP. This document confirms that the qualification requirements as requested in the award documentation are fulfilled. The bidder has the obligation to present / complete the certificates / the building documents proving / confirming indthe fulfillment of the qualification requirements, when it receives from the contracting authority a request in this respect, within the term provided in the respective request.

Lots: 1, 5. Specify butaverage annual business fee. General information regarding the total turnover for the last 3 years (2016, 2017, 2018) is requested to realize an average annual turnover for the last 3 years on each lot, at least:

- lot 1: 6 000 000 RON,

- lot 5: 1 500 000 RON (when calculating the equivalent leu / euro / other currency the average annual rate communicated by the NBR in the year will be taken into accountrespectively)

Lots: 1, 5. Annual average turnover General information on the total turnover for the last 3 years (2016, 2017, 2018) is requested to realize an average annual turnover for the last 3 years on each lot in part, of at least:

- lot 1: 6 000 000 RON,

- lot 5: 1 500 000 RON (when calculating the equivalent leu / euro / other currency the average year rate will be taken into accountual communicated by the NBR in that year).

1) The bidders participating in the procedure, regardless of their quality (bidder with individual bid, associate bidder, subcontractor, third party supporter), should not be found in the situations provided in art. 164, art. 165, art. 167 of Law no. 98/2016. To fulfill the obligation regarding the way of transmission of DUAE by the operatorseconomic participants in the award procedure, they will complete directly in the SEAP, in the dedicated section of the procedure of interest, the DUAE already configured by the contracting authority. The answers to DUAE of the economic operators participating in the procedure will be completed in SEAP directly, after authentication, by each participant. For the cases in the bidder is an associationof economic operators or for the cases in which the tenderer has subcontractors or third parties, each economic operator will authenticate itself in the system and will access the procedure of attribution of interest in order to complete the DUAE in the quality in which it was included in the respective procedure (associate, subcontractor, supporting tert). It is necessary for everyone who has to answer to DUAE to do soie register as users of the system. As at present, at the award procedure, one of the members of the association or the economic operator participating with the individual offer is registered and submitted, and the other participants directly fill in the system only DUAE and cannot modify the offer. This document confirms that the qualification requirements as they were are fulfilledrequired in the award documentation. Only the tenderer ranked in the first place in the intermediate ranking drawn up at the end of the evaluation of the offers has the obligation to present / complete the certificates / the building documents proving / confirming the fulfillment of the qualification requirements, when he receives from the contracting authority a request for this purpose, within the stipulated term in respectsome request. Unsigned bids with valid extended electronic signature of the bid signer, based on an unsuspected or revoked qualified certificate at the time of signing the offer, are not accepted.the legal provisions regarding the electronic signature of the signatory of the respective documents. The bidder must take all the measures so that the offer is transmitted in SEAP until the deadline for submission of tenders, mentioned in the participation announcement. The supporting documents proving the fulfillment of those assumed by completing the DUAE at the time of filing (such as certificates attesting the lack of outstanding debts at the time of presenting them regarding the payment of taxes, taxes or contributions to the general budget consolidat (local budget, state budget), documents proving that the economic operator can benefit from the derogations provided in art. 166 para. (2), art. 167 para. (2), art. 171 of Law no. 98/2016, as well as any other edifying documents, as the case may be), will be presented, at the request of the contracting authority, only by the economic operator ranked on the first place in the ranking indeadline drawn up at the end of the evaluation of the tenders;

4) In order to view the award documentation uploaded in the SEAP the economic operators must have a program necessary to view the electronically signed files, this program being available free of charge on the electronic signature provider`s website.
