The Authority for the Protection and Supervision of Animals plans to purchase wastewater and coarse water transport services, dismantled and washed sewerage from empty pools in sightof the object of activity, namely management of stray dogs. Service provision will be done according to the specifications in the specifications. Number of days until tenderers can request clarifications before the deadline for submission of bids: 8 days. The deadline for the contracting entity to respond to requests for clarification / additional information is 2- the day before the deadline for submitting the offers, provided in the simplified participation notice published in SICAP

Main Site: ASPA Bragadiru base, located in Bragadiru city, Ilfov county, GAZ premises of Rahova Penitentiary, ASPA Mihailesti Base in town Mihailesti Giurgiu County, Str. The complex.

An estimated 20, 000 m of vacuuming and quantity is estimated3 200 ml sewerage services as required, only at the request of the contracting authority. Depending on the needs of the contracting authority, the services will be performed on Saturdays, Sundays, including legal holidays, with the retention of the offered tariff. The estimated minimum value of the range is the estimated value of this procedure (untilas of 31.12.2019) according to which the offers will be elaborated and evaluated and the maximum value represents the estimated value and the value of the additional possibilities. Supplementation is conditioned by the existence of the financial resources allocated to this destination according to art. 165 of GD no. 395 / 2016.

Tenderers, third parties and subcontractors should not find themselves in the prevailing situationsto art. 164, 165 and 167 of the Procurement Act no. 98/2016. The way by which the fulfillment of the requirement can be demonstrated: it will be completed by the economic operators participating in the award procedure with information related to their situation. With the submission of the DUAE, the association agreement and the subcontracting agreement will be submitted. The supporting documents that prove fulfillthe assumption by the completion of the DUAE shall be presented at the request of the contracting authority only by the tenderer ranked first in the intermediate rankings. These documents may be:

1) certificates of absence of overdue debts related to the payment of taxes, taxes or contributions to the general consolidated budget (local budget, state budget, etc.)valid at the time of submission;

2) the criminal record of the economic operator and of the members of the administrative, management or supervisory body of the economic operator or of those having the power of representation, decision or control within the economic operator, as it results from the certifying certificate issued by ONRC / Constitutive Act, valid on the date of filing;

3) as appropriate, docoupons demonstrating that the economic operator may benefit from the derogations provided for in art. 166 par. (2), art. 167 par. (2), art. 171 of Law 98/2016 on Public Procurement;

4) other editing documents, as appropriate.

DUAE will be downloaded to fill in and submit in this PDF data acquisition datasheet. Before awarding the contract, the contracting authority shall require the tenderer ranked first in the intermediate rankings after application of the award criterion to present up-dated supporting documents demonstrating that all qualification criteria have been met, according to the information contained in the DUAE. DUAE will be filed, as the case may be, by the third party. The statement will be presented with the DUAE by all participants in the award procedure.the tender must prove a form of registration under the law of the country of residence, prove that the economic operator is legally constituted, that he is not in any of the situations of cancellation of the establishment and that he has the professional capacity to carry out the activities that do object of the contract.

Way by which the fulfillment of the requirement can be demonstrated: it will becomplete DUAE by the economic operators participating in the award procedure with information related to their situation. The supporting documents proving the fulfillment of the assumed ones by completing the DUAE, respectively a certificate issued by the ONRC or, in the case of foreign tenderers, equivalent documents issued in the country of residence, shall be submitted at the request of the authorityonly by the bidder placed on the first place in the intermediate rankings completed at the evaluation of the bids. In the case of a joint offer the condition will be individually fulfilled by each member of the association for the part of the contract he / she makes.

Information about subcontractors: The bidder must specify in the offerthe party (s) of the contract to be subcontracted and the identification data of the proposed subcontractors. The proposed subcontractors must respect the same obligations as tenderers in the environmental, social and labor relations field established by the legislation adopted at European Union level, national legislation, by collective agreements or through the Treaties and Agreementsinternational issues in these areas, as provided in the awarding documentation. Documentary evidence:

- information on the contracting party (s) under contract and its specialization,

subcontracting agreements clearly indicating the part of the contract that the subcontractor will fulfill and all the details necessary for the evaluation of the tenders. D(2) Information about the association - any economic operator has the right to participate in the awarding procedure jointly with other economic operators, including in the forms of temporary association established for the purpose of participating in the award procedure. Documentary evidence: Ato participate in the procedure of awarding the public procurement contract. The Authority will require the legalization of the association only if the joint bid is declared winner. The documents shall be presented with the mention "according to the original", accompanied by a certified translation in Romanian;

3) The way of fulfilling the requirement of points 1 and 2:DUAE by the economic operators participating in the award procedure (tenderer / associated tenderer / subcontractor) with information related to their situation. DUAE will submit the association agreement and the subcontracting agreement; 4) The supporting documents proving the fulfillment of the undertaken by completing the DUAE are to be presented, at the request of the contracting authority, only by thethe tenderer declared winner at the request of the contracting authority; 5) The authority shall require the legalization of the association only if the joint tender is declared winner. The documents will be presented with the mention "according to the original", accompanied by authorized translation in Romanian;

6) Equal prices: If there are two or more offers with equal prices the classin the first place, the contracting authority will request clarification through SEAP for the electronic loading by the economic operators of documents containing new prices; 7) How to access the DUAE for completion by the interested economic operators: within the of this acquisition data in PDF format; 8) Non-observance of the provisions of art. 137 ofGD no. 395/2016, the implementing rules of Law no. 98/2016 on public procurement will lead to the rejection of the offer as unacceptable
