This lot concerns studies, development, supply, installation and commissioning of the equipment making up the P management system-R, especially the P of Basso Cambo, Argoulets, Arenes, Jolimont, Balma Gramont, The Cow, Borderouge, Ramonville, Oncopole. It will be the subject of a framework agreement with purchase orders concluded with an economic operator, pursuant to the provisions of Articles 78 and 80 of Decree No. 2016-360 of 25.3.2016 relating to public markets. As an indication, the minimum and maximum amounts are respectivelyEstimated at 3 000 000 EUR HT and 10 000 000 EUR HT

The Parks Relay (PR) are intended in priority to the public transport users in situation of modal shift and constitute a tool of commercial conquest of the network Tisseo. The RP policy is fully in line with the Mobilities 2020-2025-2030 strategy. The master plan for the RPs by 2020 provides for the extension2 P R metro (Borderouge, Basso-Cambo) and the commitment of an innovative approach of partnership for the realization of a silo P R on Ramonville. It also provides for the reopening of the P R of Arenes, and the creation of a new P R oncopole, in connection with the project of urban cable car South. In parallel, the number and the location of the inputs / outputs of certain P Rs make the orequests for evolutions to improve the functioning of these (Balma, Borderouge ...). In this context, the P R's master plan provides for the renewal of the access control system at the end of 2018, with progressive commissioning. The new PR management system will come in place of the system currently in operation on the relay parks.
The operation includes 2 lots:
- lot 1:, subject of the present consultation,
- lot 2:.
The purpose of this lot is to study, develop, supply, install and commission the equipment that makes up the relay park management system.
As an indication the services include in particular:
- equipment of a PC Central P R (1), pc pc local (9), entrance ways of parking: terminals with card readers, title distributors, intercom, video, barriers, LAPI camera, templates, dynamic information (36),
- equipment for parking exit lanes: kiosks with card readers and titles, intercom, video, barriers, camera LAPI, templates, credit card reader (42),
- automatic cash registers (12),
- metering equipment instead; parking management equipment silo: dynamic billboards, counting system in entry / exit and on each floor on 3 parking silos,
- CCTV about 70 outdoor cameras and 50 indoor cameras in silo,
- electrical cabinets, active transmission network, cabling, parametrage, commissioning
The candidate will have to provide:
- the letter of candidature,
- the powers of the person authorizese to commit the candidate,
- a declaration of honor attesting:
- not to enter into one of the cases mentioned in articles 45 and 48 of the order of 23.7.15 and in particular that it is in compliance with Articles L. 5212-1 to L. 5212-11 of the Labor Code concerning the employment of disabled workers,
- that he has met his fiscal and social obligations,
- if the candidate is ina copy of the judgment pronounced to that effect, and provide proof that the authorization to continue its activity covers the period corresponding to the duration of the present contract.

Applicants not established in France will have to provide the certifications with equivalent effect - turnover for the last 3 years Selection of candidates: the number of candidates who will be admitted to submit bids is fixed at 4, subject to a sufficient number of admissible applications.
The selection of applications by the contracting authority will be based on the analysis of the courseprofessional and technical activity of the candidates, with regard to the references and the human and material resources present, and according to the following method of notation:
- domain 1 - equipment parking: 6 points,
- domain 2 - energy: 2 points,
- domain 3 - network: 2 points.
