Circular Economy Support Framework

Zero Waste Scotland wishes to appoint a contractor/s for the provision of technical, specialist and general business support functions to support the delivery of the circular economy business support service. This will be through a multi-lot, multiple supplier framework agreement.

Main Site : Support may be provided at locations across Scotland, including the Highlands and Islands, dependent upon the location of the support recipient.

The technical services provided will primarily support the circular economy activator workstream by helping ensure that supported SMEs have access to specialist sectoral and/or market knowledge to help with proof of concept and market validation that enables a more robust and demonstrable understanding of their anticipated market. This may include demand, barriers to entry, regulatory and permitting requirements, and the optimum route to market.

It may also be required, from time to time, to provide more specialist support to SMEs within both the circular economy primer and the circular economy implementation support workstreams where this provide more effective and efficient delivery of the requirements.

It is essential that the services are delivered in such a way that incorporates and develops outputs from previous stages of support or liaises with other agencies where support elements have or are being delivered in tandem.

Zero Waste Scotland anticipates appointing up to 3 suppliers (the "Framework Contractor(s)") to this lot, subject to the number of eligible tender submissions received.

A request from Zero Waste Scotland to provide evidence in support of statements made by a Bidder in their ESPD (Scotland) response does not infer that the Bid or the Bidder has been successful.

Quality submissions will be scored using the Scottish Government`s recommended scoring convention:

4 = Excellent: response is completely relevant and excellent overall. The response is comprehensive, unambiguous and demonstrates a thorough understanding of the requirement and provides details of how the requirement will be met in full.

3 = Good: response is relevant and good. The response is sufficiently detailed to demonstrate a good understanding and provides details on how the requirements will be fulfilled.

2 = Acceptable: response is relevant and acceptable. The response addresses a broad understanding of the requirement but may lack details on how the requirement will be fulfilled in certain areas.

1 = Poor: response is partially relevant but generally poor. The response addresses some elements of the requirement but contains insufficient/limited details or explanation to demonstrate how the requirement will be fulfilled.

0 = Unacceptable: nil or inadequate response. Fails to demonstrate an ability to meet the requirement.
