CPV Description: Consultancy services on the operational and organizational redesign of municipalities and regions in all their operational areas.

The subject of the contract is to provide advice on the functional and organizational redesign of the Municipalities and Regions, in all operationalIn particular, the contract aims at the development of a new business model for the organization and operation of OTAs, using modern information systems, through: - the compilation, modeling and evaluation of the existing operating procedures of O. TA,

- the strategic planning of the new operational system of organization and operation of Local Authorities,

- of simple- the identification of the necessary institutional changes and modifications of the regulatory framework, which will ensure the implementation of the operational and technological transformation, - the elaboration of standards for the organization, staffing and evaluation of the operation of Local Authorities ., - the elaboration of the specifications of the necessary information systems, - the preparation of a transition plan, from the existing to the new operational system, - the design of training programs for human resources and the municipal and regional authorities of the OTAS, for the implementation of the new system organizing and operating,

- pilot applications, in selected OTAs. - pilotsinvolved in the process of concluding this contract are required to pursue a professional or commercial activity related to the subject matter of the service.

Economic operators established in a Member State of the European Union are required to be registered in one of the professional or trade registers held in their State of residence or to satisfy any otherthe requirement is set out in Annex XI of Appendix A to Law 4412/2016.

In the case of economic operators established in a Member State of the European Economic Area (EEA) or in third countries that have acceded to the SSS. or in third countries not covered by the previous case and having concluded bilateral or multilateral agreements with the Union on award procedurespublic contracts, are required to be registered in corresponding professional or commercial registers.

The economic operators established in Greece are required to be registered with the Chamber of Craftsmen or the Chamber of Commerce or Industry or the Register of Manufacturers of Defense Material (Article 75 (2) of Law 4412/2016)

In the case of an association of economic operators, this requirement should be be coveredby all members of the association
