According to the planned activities of the project, it is envisaged to develop documentation for 11 public procurement with detailed items identified in the technical specification of the procedureMain site: Gabrovo, Republic of Bulgaria and the office of the selected contractor

Preparation of tender documents for the award of public procurement contracts according to the project plan BG16M1OP002-3.007-0006 "Restoration and Conservation of Natural Habitats and Species in the National Park" Central Balkan "under procedure no. BG16M1OP002-3.007 of Operational Program" OkoEnvironment 2014-2020 In line with the planned activities of the project, it is foreseen to develop documentation for 11 public procurement with detailed identified items in the technical specification of the procedure.

The fulfillment of the subject of the procurement includes the following activities:

1. Preparation and coordination with the assignor of the complete package of documents for the above mentioned procedural proceduresArt. 31 of the Public Procurement Act and technical specifications in the relevant cases - models, the preliminary control with PPA, notices for EU OJ, decisions as administrative act, notice of amendment, etc.

2. Providing assistance to the assignor when providing explanations related to the prepared documentation and, if necessary, changing the published documentation. Assisting Assignmentto fulfill the obligations of the contracting authorities related to the control of the Public Procurement Agency - to reflect the remarks and comments described in the opinion of the PPA on the prepared documentation. Preparation and submission of an opinion to the contracting authority in the case of an appeal against a decision to initiate a procedure or decision approving a notice of amendment or-additional information to the CPC and the SAC. The activity does not include procedural representation before the respective judicial institution. Preparation and submission of a statement of the contracting authority in the case of questions asked by the Managing Authority of the OPE, auditing authorities, signal of irregularity or imposing financial correction in connection with the prepared documentation (regarding possible violations of the legislation in thepublic procurement). Providing assistance and consultations in case of cases and possible complications in the implementation of the public procurement procedure for each of the developed documentation. If a new PPL procedure is necessary or if some of the planned procedures are to be assigned by another order of the law, then the contractor should prepare-the required documentation according to the regulatory requirements upon receipt of a written request from the contracting authority

This tender does not include any eligibility criteria for the exercise of the professional activity of the participant.

The participant must have achieved a minimum total turnover during the last three ) completed financial years depending on the date of-which the participant has established or started its activity, at least BGN 600, 000 (six hundred thousand).

In the case of unions which are not legal entities, compliance with the selection criteria is evidenced by the participating association rather than from each of the persons included therein (except for the relevant registration, the presentation of the certificate or any other condition necessary for the fulfillment of thethe order, according to the requirements of a normative or administrative act and according to the distribution of the participation of the persons in the implementation of the activities provided for in the contract for the creation of the grouping). When submitting the tender, the participant declares compliance with the required requirement by filling in the EEDOP (Part IV "Selection Criterion", B, "Economic and Financial Condition"). Proof-of the requirement that the selected contractor provides a summary of the total turnover for the last 3 (three) completed financial years, depending on the date on which the participant is established or has commenced its activity. For the participants in the procedure, the grounds for elimination referred to in Art. 54, para. 1, items 1-7 of the Public Procurement Act and Art. 55, para. 1, item 1 and item 5 of the Public Procurement Act. Regarding the circumstanceunder Art. 55, para. 1, item 1 of the PPA, the contracting authority may not remove from the procedure the candidate or participant on the said ground if it is proved that the latter has not ceased its activity and is able to fulfill the contract under the applicable national rules for the continuation of the economic activity in the state, in which it is established. National Grounds for Removing Participants in Prothe following are: - - convictions for crimes under Art. 194-208, Art. 213a-217, Art. 219-252 and Art. 254a-255a and Art. 256-260 of the Criminal Code (Article 54, paragraph 1, item 1 of the Public Procurement Act), - violations under Art. 61, para. 1, Art. 62, para. 1 or 3, Art. 63, para. 1 or 2, Art. 228, para. 3 of the Labor Code (Article 54, paragraph 1, item 6 of the Public Procurement Act), - violations under Art. 13 para. 1 of the Labor Migration and Labor Mobility Act in force on 23 May 2018 (Article 54, para. 1, item 6 of the Public Procurement Act), - presence of connectivity within the meaning of para. 2, item 44 of the PP of the PPA between the candidates / participants in a particular procedure (Article 107, item 4 of the Public Procurement Act), - presence of circumstance under Art. 3, item 8 of the Economic and Financial Relations Act with companies registered in preferential tax jurisdictions, the persons controlled by them and their actual owners,

- circumstanceunder Art. 69 of the Law on Counteracting Corruption and for Removal of the Acquired Property. Before signing the public procurement contract under Art. 67, para. 6 of the PPA, the contracting authority requires the contractor to submit up-to-date documents certifying the lack of grounds for removal from the procedure as well as compliance with the criteria setselection. Documents shall also be submitted to subcontractors and third parties, if any. A security guaranteeing the performance of the contract at the rate of 3 (three)% of the value of the contract without VAT and is provided in one of the following forms: - a cash amount transferred to the bank account of the contracting authority. The participant selected as contractor shall present an original of the payment document for the bank deposita guarantee or a copy / extract of a payment document via Internet (online) banking before signing the contract. The bank guarantee must be entered in the bank account of the contracting authority no later than the date of the conclusion of the public procurement contract. - Bank guarantee (original) under the conditions described in the approved registration dossier(original) under the conditions described in the approved tender documentation. - The terms and conditions for the detention or release of the performance guarantee shall be laid down in the contract for the award of the contract. When the selected contractor in this procedure is a non-legal entity, each of the partnershipsmay be the originator of the bank guarantee, respectively the importer of the amount under the performance guarantee. The warranty (by money transfer or bank guarantee) may be provided on behalf of the contractor on behalf of third party guarantor. In the case of unions which are not legal entities, the compliance with the selection criteria is evidenced by the participating grouping and not by each of the-the persons included therein (with the exception of the relevant registration, presentation of a certificate or other condition necessary for the fulfillment of the contract, according to the requirements of a legal or administrative act and according to the distribution of the participation of the persons in the implementation of the activities provided for in the contract for creation of unification)
