Socio-Economic Analysis of a Possible Transfer of Bufetat's Responsibilities and Tasks in the Child Welfare Area to New Regions

The objective of the procurement is to report on the socio-economic consequences, including qualitative, financial and administrative consequences of transferring the Norwegian Directorate for Children, Youth and Family Affairs' (Bufetat's) responsibility and assignments in the child welfare sector to new county municipalities. This includes Bufetat's duty to assist the municipalities with the placement of children in foster homes and institutions, and other assignments in the institution and foster home sector as well as responsibility for centres for parents and children and specialised assistance measures.

The objective of the procurement is to report on the socio-economic consequences, including qualitative, financial and administrative consequences of transferring the Norwegian Directorate for Children, Youth and Family Affairs' (Bufetat's) responsibility and assignments in the child welfare sector to new county municipalities. This includes Bufetat's duty to assist the municipalities with the placement of children in foster homes and institutions, and other assignments in the institution and foster home sector as well as responsibility for centres for parents and children and specialised assistance measures.

Preliminary findings will be presented to the department 1.12.2019. The first draft of the report will be delivered 1.2.2020, and the final report must be delivered 1.3.2020.

The economic limit for the procurement is 1 500 000 NOK excluding VAT.

Requirements: the tenderer shall be a legally established company.

Documentation:

Norwegian tenderers: Company Registration Certificate.

Foreign companies: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Requirement: paid taxes and duties.

Documentation:

Documentation: a certificate, not older than 6 months, which verifies that the tenderer has fulfilled his taxes, social security contributions and VAT payment obligations.

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.

Requirement: tenderers must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate

Documentation:

A credit rating with key figures from a recognised credit assessment company, or other form of documentation to demonstrate that the requirement has been met.
