CONDITIONS FOR PARTICIPATIONRE

A1) Personal situation of the candidate or tenderer:

Tenderers / Supportive third parties / Subcontractors participating in the procedure must not be in the situations provided for in art. 164, art. 165 and art. 167 of Law 98/2016, as amended and supplemented- Information and formalities necessary for evaluating if requirements are met:

1. Failure to comply with the provisions of art. 164 of Law 98/2016 on Public Procurement, as subsequently amended and supplemented - DUAE will be filled,

Modality of completion:

The DUAE will be completed by all the economic operators participating in the award procedure (tenderers / associated tenderers / subcontractors / third partiesand supporters) with the information that characterizes their ability. At the request of the contracting authority, only the tenderer ranked first in the electronic auction stage shall submit the supporting documents proving the fulfillment of the undertaken by completing the DUAE.

Information and / or level (s)) Minimum (s) required to assess compliance with these requirements Requirement no. 1 The overall turnover of the bidder for the last 3 years (2015, 2016, 2017 respectively) which must be at least equal to RON 2, 300, 000.00 for Lot 1, 2, 100, 000.00 for Lot 2 and 1, 000, 000 respectively, 00 for batch 3.

1) The Bids Rank will be determined based on the total score. Scoring total: Price (maximum 90 points) Technical Component (maximum 10 points) = maximum 100 points.

The ranking of the bids for each batch is determined by the decreasing order of the respective scores, the winning bid being the first place respectively with the highest score.

In the case of bids on the same batch, which will show the same score, the tie will be made in-depending on the price (the winner being the lowest bidder).
