Requirement 1: Bidders, associations, supporters and subcontractorsthey must not be found in the situations provided by art. 164, 165, 167 of Law no.98 / 2016.

The manner by which the fulfillment of the requirement can be demonstrated: IT SHALL COMPLETE DUAE by the economic operators participating in the award procedure with the information related to their situation.

The supporting documents proving the fulfillment of the assumed by completing the DUAE are to beat the request of the contracting authority, only by the tenderer placed on the first place after applying the award criterion in accordance with the provisions of art. 196 paragraph (2) / LG 98/2016, corroborated with the provisions of art. 132. (2) / HG 395 / 2016.

Economic operators can participate in the procedure only if they are registered with SEAP. sothe clarification bids of the potential bidders will exclusively address SEAP in the "Questions" section of the award procedure conducted by electronic means. The answers to the clarification requests will be posted to SEAP to the clarification applicant at the "Questions" section, and to the all economic operators under the heading "Documentation, clarifications and decisions"of the tender notice published on the website www.e-licitatie.ro

The evaluation committee will submit the clarification requests regarding the submitted offers in the SEAP in the "Questions" section. The economic operators will submit the answers to the clarifications and any documents requested during the evaluation of offers through SEAP (section "Questions"), fully in the corresponding sectionto the respective request, in the form of one or more distinct documents / files, signed with an electronic signature.
