Sanitary materials according to the specification. The contracting authority will respond clearly and completely to all requests for clarification / additional information 10 days before the deadline set for the submission of tenders, as long as the applicante-mail address is 18 days before the deadline set for submitting offers.

Requirement 1: Bidders, associations, supporters and subcontractorsthey must not be found in the situations provided by art. 164, 165, 167 of Law no.98 / 2016.

The manner by which the fulfillment of the requirement can be demonstrated: IT SHALL COMPLETE DUAE by the economic operators participating in the award procedure with the information related to their situation.

The supporting documents proving the fulfillment of the assumed by completing the DUAE are to beat the request of the contracting authority, only by the tenderer placed on the first place after applying the award criterion in accordance with the provisions of art. 196 paragraph (2) / LG 98/2016, corroborated with the provisions of art. 132. (2) / HG 395 / 2016.

These documents may be:

1.certaining certificates regarding the lack of overdue debts regarding the payment of taxes, taxes or contributions tothe general consolidated budget (local budget, state budget, etc.) at the moment of presentation; the criminal record of the economic operator and the members of the management, management or supervisory body of that economic operator or of those having the power of representation, decision or control within it, as evidenced by the certifying certificate issued by ONRC / act cConstitution Sports

The manner by which the fulfillment of the requirement can be demonstrated: The economic operator (leader, associate, third party, subcontractor) will fill in the corresponding requirement in the DUAE. of Law no.98 / 2016 is filed by all participants in the procedure (economic operatorwho submits the offer individually or in combination, subcontractor or third party) with the DUAE until the deadline for the submission of tenders and the deadline for receipt of tenders in the tender notice.

The economic operators submitting the tender must prove a form ofregistration under the conditions of the law of the country of residence, that the economic operator is legally constituted, that he is not in any of the situations of cancellation of the establishment, and that he has the professional capacity to carry out the activities that are the object of the contract. The DUAE will be filled in by the economic operators participating in the award procedure with the related informationtheir situation.

Romanian legal / natural persons: Certificate issued by ONRC from which the object of activity of the economic operator is derived. The subject of the contract must have a correspondent in the CAEN code of the certifying certificate issued by the ONRC. Will be presented in original or copy according to the original.

Foreign legal / natural persons: editorial documents provinga form of registration as a legal person or professional registration / attestation, in accordance with the legal provisions of the country where the tenderer is resident

Economic operators can participate in the procedure only if they are registered with SEAP. sothe clarification bids of the potential bidders will exclusively address SEAP in the "Questions" section of the award procedure conducted by electronic means. The answers to the clarification requests will be posted to SEAP to the clarification applicant at the "Questions" section, and to the all economic operators under the heading "Documentation, clarifications and decisions"of the tender notice published on the website www.e-licitatie.ro

The evaluation committee will submit the clarification requests regarding the submitted offers in the SEAP in the "Questions" section. The economic operators will submit the answers to the clarifications and any documents requested during the evaluation of offers through SEAP (section "Questions"), fully in the corresponding sectionto the respective request, in the form of one or more distinct documents / files, signed with an electronic signature.
