Categories of works to be considered in the technical project for achieving the results anticipated refer to:

- compliance with security requirements atcladding, - thermo-insulation of the facades of the building, - complete rehabilitation of the thermal and hydro insulation of the terrace, - the thermal insulation of the floorboard over the basement, - replacement of windows with aluminum profile windows and low-e thermo-insulating glass, waterproofing access covers, - restoring the sidewalk, - restoring the heat distribution systemfor heating and hot water between the connection point and the floor above the basement, - installation of a renewable energy source by using air-water heat pumps and their integration into the existing heating system by means of heat exchangers and the associated automation,

- automation system (active control system),

- replacement of the receptors of the terrace andconnection to existing rainwater columns, - - Indoor hydrants, external hydrants, - Installation of solar panels and a coil with a coil, - Replacement of luminaires with some LEDs, long-lasting life and low consumption,

Explanation of grounds for exclusion

Application no. 1. The bidder or, as the case may be, the associated offeror, the supporting third party, the declared subcontractor shall not fall within the situations set out in art. 164 of Law no. 98 / 2016.

Declaration on non-compliance with the provisions of art. 164 of Law no. 98/2016 (DUAE) together with supporting documents, namely:

- the criminal and fiscal record for the economic operatorc, - the criminal record for each of the members of the management, management or supervisory body of the economic operator and for the persons who have the power of representation, decision or control within it, according to art. 164 par. (2) of the Law no. 98 / 2016.

Requirement no. 2. The tenderer or, where applicable, the associated tenderer, the supporting third party, the declared subcontractorthey do not have to comply with the situations provided by art. 165 of Law no. 98 / 2016.

Declaration on non-compliance with the provisions of art. 165 of Law no. 98/2016 (DUAE) together with the supporting documents, respectively the certificate issued by the Public Finance Administration and the certificate / certificates issued by the local public authorities, which show the factthat the economic operator / associated economic operator has no outstanding debts to the state budget and the local budget / budget at the time of their presentation. 3. The tenderer or, as the case may be, the associated tenderer, the supporting third party, the declared subcontractor shall not fall within the situations set out in art. 167 of the Law no. 98 / 2016.

Statement of non-compliance in pArt. 167 of the Law no. 98/2016 (DUAE).

Requirement no. 4. The tenderer or, as the case may be, the adjudicated tenderer, the supporting third party, the declared subcontractor shall not fall within the situations set out in art. 60 lit. d) and e) of Law no. 98/2016. At the closing date for the submission of tenders, a Declaration will be presented on our own responsibility regarding the non-compliance with the provisions of art. 60 lit. d) ande) of Law no. 98 / 2016.

The bidder or, as the case may be, the associated offeror, the supporting third party, the declared subcontractor must not fall within the situations set out in art. 60 lit. d) and e) of Law no. 98 / 2016.

A Declaration will be presented on your own responsibility regarding the non-compliance with the provisions of art. 60, lit. d) and e) of Law no. 98 / 2016.

Note no. 1: By the deadline set for the depositof the tenders, the participating economic operators will submit to the SEAP DUAE (the Unique European Procurement Document) attached the awarding documentation duly completed by each participating entity separately (as the case may be, tenderer, associated bidder, third party, declared, subcontractor) to provide preliminary proof of meeting the above mentioned requirements.

Before atthe contracting authority will require the tenderer ranked first after application of the award criterion to submit the supporting documents confirming that all the qualification criteria have been met in accordance with the requirements established by the DUAE and the awarding documentation. 2: by way of exception to the provisions of Note no. 1, at the agreed timefor submitting bids, together with DUAE, the participating economic operators will also submit the declaration on non-compliance with the provisions of art. 60 lit. d) and e) of the Law no. 98/2016 Form no. 4. For this purpose, the bidder, the associated offeror, the supporting third party and the subcontractor must not be in conflict with the following decision-makers within the authoritythe contractor and the supplier of services auxiliary to the acquisition, involved in organizing, carrying out and finalizing the award procedure:
