Services design - technical documentation execution - technical project phase and technical assistance from the designerduring the execution of the works in order to realize the investment.

Design services - technical documentation - technical project phase and technical assistance from the designer during the execution of the works in order to achieve the investment. will consider the achievement of the technical project to achieve the resultPreliminary requirements include: - compliance with fire safety requirements, - thermal insulation of the facades of the building, - complete rehabilitation of the thermal and hydro insulation of the terrace, - thermal insulation of the floorboard over the basement, - replacement of windows with windows from aluminum profiles and low-e thermo-insulating glass,

- refurbishment of the waterproofing of access covers,

- refacer- repairing the heat distribution system for heating and hot water between the connection point and the floor above the basement; - installing a renewable energy source by using air-water heat pumps and integrating them in the existing heating system by means of heat exchangers and the associated automation,

- system(active control system), - replacement of terrace receptors and connection to existing rainwater columns, - - interior hydrants, external hydrants, - installation of solar panels and a coil with a coil,

- replacement of lighting with some LEDs, long life and low consumption, - detection systemand signaling against fires.

Requirements for the reasons for exclusion. 1. The tenderer or, as the case may be, the associated tenderer, the supporting third party, the declared subcontractor shall not fall within the situations set out in art. 164 of Law no. 98 / 2016.

The Declaration on non-compliance with the provisions of Art. 164 of Law no. 98/2016 (DUAE) together with the documents- the criminal record for the economic operator, - the judicial record for each of the members of the management, management or supervisory body of the economic operator and for the persons having the power to represent, decide or control in the framework in accordance with art. 164 par. (2) of the Law no. 98 / 2016.

Requirement no. 2. Bidderor, as the case may be, the associated offeror, the supporting third party, the declared subcontractor shall not fall under the circumstances set out in art. 165 of Law no. 98 / 2016.

The Declaration on non-compliance with the provisions of Art. 165 of Law no. 98/2016 (DUAE) together with the supporting documents, respectively the Certificate issued by the Public Finance Administration, as well as the certificatel / certificates issued by the local public authorities showing that the economic operator / associated economic operator has no overdue debts to the state budget and the local budget / budget at the time of their presentation. 3. The tenderer or, where applicable, the associated tenderer, the supporting third party, the declared subcontractor shall not fall within thee art. 167 of the Law no. 98 / 2016.

Requirement no. 4. The tenderer or, as the case may be, the associated tenderer, the supporting third party, the declared subcontractor shall not fall within the situations set out in art. 60 lit. d) and e) of Law no. 98/2016. Note 1: At the deadline set for submission of tenders, the participating economic operators will submit to the SEAP DUAE (Unique European Procurement Document) attached the awarding documentation duly completed by each participating entity individually (as the case may be, tenderer, affiliate bidder, third party claimant, declared subcontractor) in order to• Prior to awarding the contract, the contracting authority will require the tenderer ranked first, after application of the award criterion, to submit the supporting documents confirming that all the qualification criteria have been met in accordance with the requirements established by the DUAE and through the atri's documentationbuilding.

Note no. 2: by way of exception to the provisions of Note no. 1, at the deadline set for the submission of tenders, together with the DUAE, the participating economic operators will also submit the declaration of non-compliance with the provisions of art. 60 lit. d) and e) of the Law no. 98/2016 - Form no. 4. In this respect, the tenderer, the associated tenderer, the supporting third party and the subcontractor shall not beconflict of interest with the following decision-makers within the contracting authority and the supplier of ancillary services for the acquisition, involved in organizing, carrying out and finalizing the award procedure:
