(B18017) OFCL is seeking a general planning team to study and carry out the two-stage partial renovation of the Titanic building at Monbijoustrasse 74 in Bern.

OFCL plans to renovate the building located in Monbijoustr. 74, in Bern, after the removal of the OFIT.

Work is expected to begin in the fourth quarter of 2021 and will take place in two stages.

A pre-project serving as a decision-making base for the launch of the construction project. should be prepared by the end of September 2019. For these purposes, -the implementation of the measures recommended in a 2017 building condition analysis and adaptation of the building plan to the OFCL occupancy plan should be planned.

The expected general planning services are in phases 31, 32, 33, 41, 51, 52 and 53 defined in SIA regulations 102 and 108 and SIA 112/2014.the following are special fields:

- CFC 291 Architect (general planner function),

- CFC 293 Ing. electrician,

- CFC 294 Ing. CVCRS,

- CFC 298 Ing. MCRG.

The following credentials relating to technical capacity, with the exception of the one mentioned under point CQ2, economic and financial capacity, must be submitted with the bid, failing which the latter will not be valid.not taken into consideration.

CQ1 technical capacity:

- CQ1.1: reference, for each professional category (architect, electrical engineer, HVACR engineer and MCRG engineer), relating to the execution, during the last 10 years, of a comparable project with the planned mandate.

References should be comparable to the project from the point of view of building transformation work.complex technical installations.

To be indicated on forms 3.1 to 3.4 in the offer.

- CQ1.2: proof that the company has sufficient staff resources so that the project can be carried out within the deadlines.

Conditions governing the procedure: the contracting authority awards public contracts for services in Switzerland onlycontractors who guarantee compliance with the provisions on the protection of workers, working conditions and equal pay for men and women. If the service is performed abroad, the tenderer complies with at least the fundamental conventions of the International Labor Organization mentioned in Annex 2A (OMP).

Modalities of the visit: although optional, the screwIt is highly recommended. The meeting point is the building's reception hall at Monbijoustrasse 74. A maximum of four people per team (one team = one architect, one electrical engineer, one HVACRS engineer and one MCRG engineer) is allowed.

Rules of Access to the Visit: Bidders must imperatively register for the first visit to 20.8.2018, for the 2 visit by 27.8.2018, by sending an e-mail with their name, their name and the name of their company and all the participants to the following address: beschaffung.wto@bbl.admin.ch Participants are requested to submit valid identity documents (passport or identity card) and to submit Forms 2.2.1 to 2.2.4 (Type Be-secret), completely completed and signs,

- non-registered persons will be excluded from the visit,

- it is forbidden to take pictures during the visit,

- participants are required to keep secret the knowledge acquired during the visit of the visit. - No questions will be answered;

3) Preimplication: OFCL has commissioned an analysis of the condition of the building for this project.and. The results of the latter are attached to the call for tender documents (Annex 3). Since this study was made available to the tenderers, the offices which carried it out, namely Burkard Bissig und Partner AG, Muri, Fux Sarbach Engineering AG, Guemligen, and Energieatelier, Thun, are authorized to submit an offer. Indication of remedies: in accordance with Art. 30 LMP, this publication may be challenged, within 20 days of its notification, at the Federal Administrative Court, PO Box, 9023 St. Gallen. The appeal memorial, to be presented in two copies, shall indicate the conclusions, reasons and means of proof and shall bear the signature of the appellant party or his representative; will be attached a copy of the present publicaand evidence invoked as evidence, when available.
