This consultation concerns the awarding of contracts for the redevelopment of workshops and the adaptation of the La Rose Surface bus depot site for the RTM. The site of La Rose Surface is the 1 of the 4 bus centers of the metropolitan transport code. Located in the 13th district, it manages all the lines serving the north-east of Marseille, Allauch and Plan-de-Cuques. The project which is the subject of the present consultation consists mainly of:
The object of the works of lot 01 is the realization of building works guaranteeing the continuity of exploitation during all the duration of the construction site. This lot will be responsible for organizing the construction site installations, the temporary and final removal of the operating activities and the recording of fluidsassociated with the phasing of the works so as not to impact the exploitation. This lot relates to the state body cleaning / asbestos removal, VRD / earthworks, structure, heating ventilation air conditioning / plumbing, strong / weak currents / fire safety, cladding / roofing / waterproofness, locksmithing, hard flooring, fast doors, joinery aluminum, false ceiling, lining / partitions / minterior joinery. For lot 1, the public body relies on the following weighted criteria:
1) the price (60%), analysis taking into account the amount resulting from the DPGF relating to lot 1, contained in appendix 1 of the act of commitment;
2) the technical value (40%) analyzed on the basis of the following sub-criteria, in view of the technical memorandum submitted by the candidate in support of his offer, donationt the following weighted elements represent 100% of the technical value:
- sub-criterion 1 (50%): relevance of the organization of the studies and works and the measures enabling the operation to be carried out within the deadlines laid down in the market, by minimizing the impact of the work on operation and maintenance,
- sub-criterion 2 (30%): relevance of human resources (quantity and quality) put at disposalto ensure the proper monitoring of the operation,
- sub-criterion 3 (20%): relevance of skills and organization of the BIM process to ensure the production of a model of exploitation.
are not allowed applications which are not receivable pursuant to Article 48 of the DRMP or which do not provide sufficient technical and financial guarantees with regard to Article44 of the DRMP.
For all lots, the overall turnover and turnover in relation to the subject of the market for the last 3 years available.
A) pursuant to article 40-I paragraph 4 of the DRMP, the RTM chose to impose the delivery of the bids electronically. Candidates must therefore send their fold obligatorily in a dematerialized way via the site www.achatpublic.com The files that would be submitted in paper format will be returned unopened to the sender and will not be analyzed. Companies may send a backup copy of their electronically delivered envelopes in accordance with the conditions laid down in the Decree of 14.12.2009 under Article III of Article 41 of the DRMP and concerning the dematerialisation of procurement procedures.formalized public markets. This backup copy must arrive within the deadlines for the submission of applications. It must be placed in a sealed envelope with a legible mention and can only be opened in the cases provided for in Article 7 of the said order;
B) In the subsequent phase, the modalities of transmission of the consultation files to the candidates admitted to file one oThe terms and conditions for the submission of tenders are as follows: the candidates must send their offer in a dematerialized manner via the website achatpublic.com
C) for each lot, the RTM negotiates with the candidates who have submitted an appropriate offer, in taking into account the criteria mentioned above and the provisions of the tender specifications. Negotiations with each-candidate will be conducted by the RTM under strict conditions of equality. At the end of these negotiations, the file manager will draw up a proposal to classify the tenders submitted to the Tendering Commission (CAO) for awarding the contract;
D) in the subsequent phase, for lots 1, 3, 6 and 8 only, each candidate admitted to submit an offer will have the obligation to perform avisit to better understand the conditions of performance of services. The modalities of organization of the visit will be detailed in the regulation of the consultation address to the candidates admitted to submit an offer.
