Archeology framework agreement 2020-2023 municipality of Veldhoven

The assignment concerns the execution of archaeological research (field work up to and including depositing in the provincial depot) within the boundaries of the municipality of Veldhoven. Initially, trial trenching will be performed in most cases, depending on the resultsit is decided which areas should be further investigated by excavation. The execution of archaeological desk and drilling research, for which no digging research needs to take place, does not fall within the scope of this assignment.

Scope of the assignment
The assignment concerns the execution of archaeological research within the limits. from the municipality of Veldhovand. Archaeological research is understood to mean archaeological fieldwork, processing, describing, analyzing and synthesizing the research results, reporting in a final report and depositing finds, report and data in the provincial depot. In most cases, trial trench research will take place. Depending on the results of this, the coempty of mayor and aldermen of the municipality of Veldhoven which areas need further investigation by excavation, which areas with archaeological remains can be preserved in the soil and which areas can be released without further investigation.
Conducting archaeological burial and drilling research, for which no digging has to take place, does not fall inthe scope of this assignment.
The municipality wants to enter into a framework agreement with three framework contractors. When the contract is awarded, a contract will be awarded simultaneously for the implementation of three concrete projects within the framework agreement, with each contractor being given the contract to carry out one of these three concrete projects.
The municipality expects that during the termAt least thirty hectares of this agreement must be examined by means of trial trenches and excavations. Tenderers cannot derive any rights from the stated number of hectares. In order not to run a capacity risk, a framework agreement will be concluded with three parties.ingen. The contracting authority has deliberately combined the contract. The work is closely linked and the market is familiar with the combination of these activities. In addition, three parties have been contracted, making this contract very accessible to SMEs.
The contract is not divided into lots. To ensure delivery of the service dcontracted by market parties and during the term of the agreement partial contracts will be awarded through mini-competitions. Dividing the contract into lots would mean that multiple lots should be contracted per lot to ensure delivery. This leads to a large administrative burden for both the market and the contracting authority.
Duration of the contract
The oagreement is entered into for a period of four years. The planned commencement date of the agreement is 5.6.2020.
The fieldwork must be able to start no later than two weeks after the order has been issued.as included in Article 2.87 of the Tendering Act 2012.
As proof that a tenderer is not in one of the aforementioned circumstances, he must complete the self-declaration (Uniform European Tender Document) and sign it if necessary.
By submitting the self-declaration (Uniform European Tender Document), the tenderer also declares that he / she has completed the ararticle 2.89 Procurement Act 2012 will submit included supporting documents at the request of the contracting authority within a period of seven calendar days.
