Free Grant Offerings for Gr.Normally accredited and accredited accredited and accredited 4-hour state-of-the-art state-of-the-art apprenticeship and private apprentice schools, UHT milk and bakery products: Alternative hooks with dried biscuits within a daily / preschool / student. The Daily Value Limit includes the full purchase price of the products, including VAT, Expenses-transport, distribution and storage, as the case may be.

Main Site: State and private educational school units authorized / accredited by the Ministry of National Education in the municipality and Alba County (according to the delivery schedules attached to the specifications). for preschoolers in kindergartens with a normal 4-hour program of state authorized / accredited and private acalso for primary and lower secondary and elementary school pupils in UHT milk, within a daily / preschool / pupil limit. The daily limit value includes the full purchase price of products, including value added tax, transportation, distribution and storage costs, as appropriate.

Note: The framework agreement will include 3 subsequent contracts per yearfor Lot 2 and for the entire period of the 2-year framework agreement. The estimated timetable is not a firm commitment from the contracting authority.

Lot II - Milk and dairy products - UHT milk

Estimates of quantities min. and max. which may be required throughout the entire framework agreement: min. = 389, 892 pieces and max. = 7, 700, 000 units.

Frame Rate: Min.: 311, 913.60 RON; Max. Value: 6 160 000 RON.

Estimations of quantities min. and max. which could be the subject of a single subcontract between the contracts to be awarded during the term of the framework agreement: Min. amount: 194 946 units and max. quantity: 3 249 100 units

Value of the largest subcontractor: 2 599 280 RON.

GP Amount: Lot 1: RON 12, 151.63, Lot 2: RON 25, 992.80, -Lot 3: 28, 384.13 RON, representing 1% of the estimated value of the largest subsequent contract for each lot. GP in a currency different from the leu will be calculated at the exchange rate of the leu / currency communicated by the NBR from the date of publication of the notice of participation. GP will be in line with prev. 36 of GD 395/2016, with modification and complete ult, through a warranty instrument issued under conditionof the law by a bank or insurance company or by bank transfer to the account of the Alba County Council RO03TREZ0025006XXX000171 opened at Trez Mun Alba Iulia Fiscal Code: 4562583.

The guarantee instrument must stipulate that the GP payment will be executed unconditionally, respectively the first request of the beneficiary based on his / her statement of guarantor's faultThe GP must be irrevocable and unconditional, according to art. 36 par. (3) and (4) HG 395/2016, with modifi cation and complete.

Validity period for GP: minimum 4 months from the deadline set for submission of tenders. If a GP is established as a guarantee instrument issued under the law by a banking corporation or by an insurance company, any model-approved by the issuing institution, subject to compliance with art. 36 par. (2) (4) HG 395/2016, with modification and complete ult. GP will be returned by AC conf prev. 38 of GD 395/2016, with modifi cation and complete.

Presentation - proof of the creation of the guarantee / guarantee instrument is presented in the SICAP signed with the extended electronic signature. In the case of submitting an offer, GP-must be constituted in the name of the association and state that it collectively covers all members of the group of economic operators.

The guarantee of good execution is constituted in the amount of 10% of the value of the subsequent contract without VAT. according to the provisions of art. 40 par. (1) of the Methodological Norms approved by the Government Decision no.395/2016, as amended and supplemented. The return of the performance guarantee shall be made in accordance with Art. 42 of the Methodological Norms approved by the Government Decision no. 395/2016, as amended and supplemented. The tenderer declared winner has the obligation to constitute the performance guarantee of the subsequent contract under the law, at the latest within 5-working days after signing the contract.

• Requirement no. 1 mandatory to be met for LOT 1, LOT 2 and LOT 3: Average of the bidder's global turnover over the last 3 years, 2015, 2016, 2017 respectively, which must be at least equal to RON 1, 215, 163.40, excluding VAT for LOT 1, with RON 2, 599, 280.00, without VAT for LOT 2 and with RON 2, 838, 413.76, without VAT for LOT 3.

(a) Having-view that the AC will sign the framework agreement only with the economic operators located on the 1st, 2nd and 3rd places, as the case may be, the way of ranking the offers with equal scores will be as follows:

1) If the commission finds that they have been filed / entered into the SICAP more than 2 admissible tenders with equal scores to the first ranked bidders, AC will request the submission of new improved financial proposals-(with 2 decimal places) and the economic operators will send their answer to the SICAP, in which case the framework agreement will be awarded to the first three bidders with the highest score; 2) If the commission finds that more of 2 admissible tenders with equal scores from the second rank bidders, the way of their classification will be made by applying for submission in SICAP d(2 decimal places) and the economic operators will send their answer so that the first ranked bidder is not affected, ie the new financial proposal will not be equal to or lower than the first ranked bid. if the new financial proposal improved as a result of the CA request will influence the rankings of the top positions, this will not be taken into account keeping the initial bid submitted to the SICAP in the proceedings; 3) If the commission finds that more than two admissible tenders with equal scores have been submitted by the third ranked bidders, their classification will be made by requesting the submission to the SICAP of a new improved financial proposal (with 2 decimal places), and the operators areconomici will send their answer so that the bidders ranked 1st and 2nd are not affected, respectively the new improved financial proposal submitted as a result of the AC request will influence the rankings of the 1st and 2nd place, it will not be taken into account, keeping the offer initially submitted to the SICAP in the proceedings. (c) The CA will conclude an agreement, frame with a maximum of 3 economic operators with the resumption of competition, respectively with the economic operators whose tenders are admissible and which are on the 1st, 2nd and 3rd place. If there are no 3 economic operatorsbut with admissible offers, the framework agreement will be concluded with 2 economic operators. If there are no 2 economic operators with admissible offers, the framework agreement will be concluded with 1 economic operator, (d) The economic operators placed on the 1st, 2nd and 3rd place, submitting a joint tender for the procedure, will present the Agreement legalized association - Form no. 4, prior to the conclusion of the contract,

(e) Any economic operator has the right to request clarification or additional information, signed with an extended electronic signature, only through SICAP, within a maximum of 17 days prior to the deadline for submitting bids, according to art. 160 par. (1) and paragraph (2) of Law 98/2016, updated. To the extent that requests for clarification or additional information havewere addressed within the above-mentioned deadline, the AC responses will be published in the SICAP within 10 days before the deadline for the submission of tenders, according to art. 160 par. (1) and paragraph (2) of Law 98/2016, updated, the CA will not respond to the requests addressed by another means of communication or other term than the one established, (f) For the post-submission of tenders, the evaluation committee will send the clarification requests regarding the SICAP offer (Section "Questions"). The economic operators will send the answers to the clarifications and any requested documents during the evaluation of the offers through the SICAP (Questions Section) in electronic format, signed with extended electronic signature.
