The subject of the public procurement is to carry out an analysis of training needs for raising of the capacity of the Managing Authority of the Rural Development Program (2014-2020) Directorate Rural DevelopmentMinistry of Agriculture, Food and Forestry, and training, including those for sharing best practices

For the period of the contract (up to 12 months) the selected contractor should perform the following activities:

- Action # 1:

Training Needs Analysis to Increase the Capacity of the Managing Authority-Rural Development Program (2014-2020) Rural Development Directorate of the Ministry of Agriculture, Food and Forestry - Activity 2: - Trainings in the country and abroad, including training for sharing best practices .

The Employer does not require the participants to be eligible for professional activity.

The Employer has no requirements for an iconParticipation in the procedure may involve any Bulgarian or foreign natural or legal person or their groupings, who meets the conditions of Art. 10, para. 1 of the Public Procurement Act and the requirements of the Contracting Authority. The Contracting Authority shall remove from participation a participant for whom the grounds under Art. 54, para. 1, Art. 55, para 1 of the PPA, the conditionbut under Art. 107 of the Public Procurement Act, as well as the circumstances under Art. 3 pt. 8 of the Law on economic and financial relations with companies registered in jurisdictions with preferential tax regime controlled by them and their beneficial owners (ZIFODRYUPDRKTLTDS).

Documents confirming lack of grounds for removal are specified in Art. 58 of the Public Procurement Act and shall be submitted by the participant selected for executionprior to the conclusion of a public procurement contract Documents proving compliance with the selection criteria shall be submitted before the conclusion of the contract for award of the public procurement contract in accordance with Art. 67, para. 6 of the PPL and are:

1. List of contracts executed in the last 3 years from the date of submission of the offer, with specified values, dates and recipients, together withas well as references or other reliable sources for proving technical and professional abilities; List of experts involved in the execution of the order, accompanied by a declaration of engagement by each expert; Declaration under Art. 59, para. 1, item 3 of the Measures Against Money Laundering Act

Performance Guarantee

1. The guarantee of performance of the contract withis submitted by the tenderer designated as the contractor at the signing of the contract at the rate of 5% (five percent) of its total value, net of VAT. The conditions for the release and retention of the performance guarantee are set out in the draft contract. The participant assigned to the contractor shall choose the form of the performance guarantee itself. The performance guarantee is presented under FPa bank guarantee in original, a sum of money (original payment order) or insurance (original of a policy), which ensures performance by covering the contractor's liability. If the performance guarantee is presented in the form of a cash payment, it is transferred to the account of the Ministry of Agriculture, Food and Forestry at the BNB Central Bank: IBAN BG08 BNBG 9661 3300-1500 02;

The bank charges for the transfer are at the expense of the ordering party. If the guarantee for performance of the contract is in the form of a bank guarantee, it must be unconditional, irrevocable and payable in full or in part at the amount specified by the grantor at the first written request in which the contracting authority states that the contractor has not fulfilled the obligation under the contract for assignmentof the contract or that the assignor has terminated the contract due to fault on the part of the contractor
