Public service delegation for the management and operation of the Poitiers-Biard airport

The public service delegation which is the subject of this notice will lead to the conclusion of a service concession contract. The purpose of the delegation is to entrust the management, development, maintenance, the management and operation of the Poitiers-Biard airport. Located 2.4 km west of Poitiers but also close to the Futuroscope Park (11 km), it is an essential tool for the economic development and tourism of the territory. The infrastructures, buildings and services offered allow the reception of a traffic of commercial passengers short and medium haul.Thus, in 2018, 119, 424 passengers were registered, up 1.8% over the previous year, divided mainly into four regular lines.

Main Site: Poitiers-Biard airport located in the municipalities of Biard and Poitiers.

The SMAPB, owner of the airport of Poitiers-Biard since the transfer of assets operated by the State in 2007, wishes to entrust to an operatIt specializes in the management of the platform as a whole and in particular the development of aeronautical activities in one place and commercial and public in two places. As a non-exhaustive list, the main tasks of the concessionaire are: management, operation, development, maintenance, renewal of land, works, buildings, installations, materials, reseservices and services included in the perimeter delegate, as well as the promotion and development of aerial, commercial and public occupation activities.

- the certificate aims at the stop of the 25.5.2016 fixing the list of taxes, contributions, contributions or giving rise to the issue of certificates for the l awarding of public contracts and concession contracts attesting to the regularity of the employer's situation with regard to the employment obligation of disabled workerss provided for in Articles L. 5212-1 to L. 5212-5 of the Labor Code or a certificate of honor, dated and signed, of compliance with this obligation if he is not subject to this obligation, - the valid certificates referred to in Article 19 of Decree No. 2016-86 of 1.2.2016 relating to concession contracts, fixed at the end of 25.5.2016 setting out the list of taxes, contributions, orsocial contributions giving rise to the issue of certificates for the award of public contracts and concession contracts, in particular as regards:

- corporate tax,

- value added tax,

- - social insurance contributions, occupational accidents and occupational diseases and family allowances, in case of candidacy from a companyto a group of undertakings subject to the system of tax integration and / or consolidation of the payment of VAT, the applicant shall also provide the certificates referred to above for his parent company.

The SMAPB agrees that the candidate shall submit his application in the form of a single electronic European market document (edume) drawn up in accordance with the model laid down in the Implementing Regulation(EU) 2016/7 of the European Commission of 5.1.2016 establishing the standard form for the Single European Market Document, instead of the mentioned documents. This document must be written in French. The candidate may submit an offer either as an individual candidate or as a member of a joint venture of companies. It can not therefore cumulate the 2 qualities. If it is awarded, the grouping must take the form of a legal entity endowed with the moral personality. In all cases, the successful candidate will be required to form a dedicated corporation for the purpose of delegated management of the public service. In case of application in grouping, the whole of the pieces of candidatures will have to be provided for each company of the grouping except for theThe candidate will present the following elements:

- evolution of its global annual turnover over the past 3 years, specifying the share corresponding to the field of activity the delegation is to be involved in,

- detailed annual accounts (balance sheet, income statement and annexes) for the last 3 years known and, where applicable, the reports of the auditors of the 3known exercises concerning the activity of the candidate and the field of activity which is the subject of the delegation, the composition of his share capital in the case of a single candidate or for each member of the group. subject to the provisions of the ordinance n 2016-65 of 29.1.2016 relating to the concession contracts, the decree n 2016-86 of the 1.2.2016 relating to the contracts and Articles L.1411-1 et seq. and R.1411-1 et seq. of the General Code of Territorial Collectivities. Applications will be selected by reference to the following criteria: - professional and financial guarantees of the candidates, - ability of the latter to ensure the continuity of the public air service and the equality of the users before the said service, - respect by theapplicants for the employment obligation of disabled workers provided for in Articles L. 5212-1 to L. 5212-4 of the Labor Code, if the tenderer is subject to this obligation of employment.
