Description of services and their specifications techniques are indicated in the Specifications of Particular Technical Clauses (CCTP). Successive orders are sent in the form of purchase orders signed by agents authorized by the representative of the contracting authority. In application of the provisions of article L2711-8 of the public procurement code, within two days after receipt of a purchase order for the execution of a service, if the holder indicates that he cannot comply with this order for estimated reasons valid by the contracting authority, the order may be placed with a third party.
