Description of the provision: The Siurana Special Protection Plan must be the technical and legal instrument through which the recovery and conservation objectives of the natural space are established, the characteristics of the natural space are defined, it is organized territorially and the regulation and the program of actions in the space are established. The special plan must be drawn up and processed in accordance with the natural areas legislation. The special plan must be the planning instrument that allows work coherently and in an integrated way everything that surrounds this protected natural space. Thus, the Siurana Special Protection Plan must regulate the conditions of execution of projects or initiatives that may affect them in order to ensure respect towards protected natural values. It must also have an impact on the planning of uses on non-developable land, on the regulation of the establishment of new activities, and on the planning of leisure and public use in the field of space. The Plan must also establish a frame of reference that allows the cooperation of the different levels and administrative bodies in the management of the protected area, taking into account the different competences that affect it.
