Title: Contingency study for a medium sized aerodrome
General: EUROCONTROL* is an intergovernmental organisation with 41 Member and
2 Comprehensive Agreement States. We are committed to building, together with our partners, a Single European Sky that will deliver the air traffic management (ATM) performance required for the twenty-first century and beyond.
Technical subject
matter: EUROCONTROL has received a request of a Stakeholder (STK) of Western Europe to receive assistance in the definition of improved contingency solutions for a medium aerodrome.
The study consists in determining and presenting different options in terms of solutions (operational, technical and infrastructural) for short-term1 and medium-term2 ATC contingency when the current building housing the Tower and the Approach operational service is unavailable, Those options have also to be identified and substantiated through strategic high-level solutions of supporting ATC systems. The strategic high-level study is dedicated to support STK choosing the most adapted contingency solution for its Tower and Approach operational services.
The Contractor will be managed by EUROCONTROL. The deliverables will be provided to the STK under EUROCONTROL authority.

TABLE 1 - TECHNICAL SELECTION CRITERIA

CTG-001

The Contractor shall have at least three (3) years of experience in

the Air Traffic Management or equivalent domain.

The Contractor shall demonstrate this experience with relevant list

of references. It should be possible for EUROCONTROL to contact

these references.

CTG-002

The Contractor shall have at least three (3) years of experience in

the domain of ATM Centre architectures.

The Contractor shall demonstrate this experience with relevant list

of references. It should be possible for EUROCONTROL to contact

these references.

CTG-003

The Contractor shall have at least three (3) years of experience in

complex mission critical software systems, with relevant Safety

Engineering proven know-how.

The Contractor shall demonstrate this experience with relevant list

of references. It should be possible for EUROCONTROL to contact

these references.

Tenderer shall prefix their responses with the related

to carry out the WP 1 - Project management and

reporting.

to carry out the WP 3 - Proposal of contingency

solutions with a cost indication for each option

(including the rationale for the single/redundant

implementation).

CTG-009 The Tenderer shall respond to all requirements stated

in this document. M

CTG-010

The Technical offer shall include the attached

Compliance Traceability Matrix (CTM) filled in by the

Tenderer. The Tenderer shall fill in the attached CTM

for all Mandatory and Desirable requirements:

i. indicating whether their offer is Compliant (C) or Not

Compliant (N) in the “Tenderer-s N, C” column of the

CTM.

ii. giving a brief explanatory note if there is any deviation

from 100% compliance in the “Tenderer-s Comment”

column of the CTM.

iii. giving exact and detailed reference section of their

offer where the requirement is elaborated in the

“Tenderer-s Reference” column of CTM.

CTG-011

The Technical offer shall include the Compliance

Traceability Matrix (CTM) in:

• an Excel format (to ease the evaluation activity)

and

• in pdf format (to be used as reference document).

CTG-012

The Tenderer shall work at its own premises. The

Technical offer shall include the number of visits to the

STK site (in Europe) considered necessary to

undertake the study.

CTG-013 The Technical offer shall include a clear and detailed

table of content with page number references. D

CTG-014

The Tenderer shall supplement their compliance

statement declaration by additional information

confirming their good understanding of the way of

working, possibly making proposal of adaptations.

CTG-015

The Technical offer shall include the CVs of the staff

proposed to do the study.

The CVs shall include references to demonstrate the

required competence. It should be possible for

EUROCONTROL to contact these references.

CTG-016 The staff proposed shall be fluent in speaking, reading

and writing in the English language (C1 level). M

CTG-017

The staff proposed shall have strong analytical,

problem solving, organisational, presentation, English

technical specification and report writing skills.

CTG-018

The staff proposed shall have an Engineering Degree

with post graduate qualification in IT or designing

computer projects.

The Tenderer shall demonstrate this requirement is

met in proposed staff CV`s.

CTG-019

The staff proposed shall have at least three (3) years

of proven experience in the field of Air Traffic

Management or equivalent domain.

The Technical offer shall include evidences or

references to demonstrate the required competence. It

should be possible for EUROCONTROL to contact

these references.

CTG-020

The staff proposed shall have technical and

management competence with reference to the

successful study and design of systems of similar

complexity as the contingency solution for a system

described in the provided technical documentation.

these references.

CTG-021

The staff proposed shall have at least three (3) proven

years- experience of working in a multi-cultural and

multi-national environment.

The staff proposed shall have proven experience

working in contingency solution projects. The Tenderer

shall demonstrate this experience with relevant list of
