A-Strategic Property Developer B- Portfolio Manager, Program Manager and Project Manager Framework agreement regarding consulting services for strategic property development and portfolio, program and project management. The municipality intends to carry out a strategic analysis and development process to identify future development opportunities within the current area/project. The assignment includes current situation analysis as well as development of strategy, action plan and decision basis for continued development. The municipality is looking for a consulting partner with documented experience of complex urban development projects in a public environment, with particular understanding of municipal decision-making processes, market conditions and economic analysis. The portfolio manager is responsible for ensuring that the right projects, programs and development initiatives are implemented to achieve the organization's strategic goals. The role must create a balance between operational benefits, finances, resources, risk and execution ability and ensure that investments are prioritized and implemented according to the decided strategies and investment frameworks. The program manager is responsible for coordinating and leading multiple related projects and change initiatives to achieve operational benefits and strategic effects that cannot be achieved through individual projects.
