The County of Perth is soliciting proposals for a consultant to perform a Road Network Rationalization Plan which intends to identify and recommend (if any) the transfer of specific roads from County to Local Municipal (download), and/or from Local Municipal to County (upload) in order to right size or confirm the hierarchy of roads within the regional road network and to ensure that the Upper-Tier (County) Road Network functions as an arterial network as intended. A system-wide review is not required at this time as the jurisdiction for most roads in the current municipal road network serving Perth County are functioning within their intended role. The scope of the review will be limited to a review of the existing County Road network, and local municipal roads identified for inclusion in the review based on correspondence received from the local Perth municipalities.
The primary focus of this project is to carry out a review of all County roads within the County road network and to rationalize, through the use of criteria developed through the guidance of the consultant under this assignment, if road jurisdiction should shift to the local municipalities or remain within the County road inventory. Likewise, a listing of local (lower-tier) roads are to be reviewed against the same criteria to determine if their jurisdiction should transfer to the County.
