Tenders are invited for Consulting Services to Design and Implement a Cost Recovery Mechanism for All Solid Waste Transfer Stations in Belize as Well as the Mile 24 Regional Sanitary Landfill.

The Government of Belize has received financing from the Inter-American Development Bank (IDB). toward the cost of the Solid Waste Management H; and intends to apply part of the proceeds for consulting services.

The consulting services ("the Services") include the design of a cost recover)' mechanism for all solid waste transfer stations in Belize and the Mile 24 Regional Sanitary Landfill as the final disposal site. The transfer stations are as follows: (i) Western Corridor: San Pedro Amber^is Caye, Caye Caulker, Belize City and San Ignacio Santa Elena; (ii) Northern Corridor Corozal and Orange Walk; (ii) Southern Corridor: Dangriga, Ptacencia and Punta Gorda; and (iv) Belmopan. The cost recovery mechanism is intended to improve the cost effectiveness, efficiency and long term sustainability of the municipal sobd waste management system in the country, through improvements in institutional and financial arrangements, including private sector involvement, when feasible.

The Consultants shall assess the current cost of solid waste management services to municipalities, estimate the OPEX and CAPEX of the transfer stations and sanitary landfill, conduct muW-criteria analysis and design appropriate institutional and organizational management systems, tariff structure and guidelines and cost recovery targets for sold waste collection, transfer, and disposal operations for the aforementioned transfer stations and the Regional Sanitary Landfill, Mile 24 George Price Highway.

The Solid Waste Management authority now invites eligible consulting firms ('Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience in financial management, budgeting planning, conducting multi-criteria analysis, setting of tariffs and user fees for utilities.
