To ensure effective implementation and transparent monitoring, the Ministry of Finance, Labour and Transfers (MFLT), as the Project Executing Agency, intends to engage an Independent Monitoring and Verification Consultant (IMVC). The IMVC will be primarily responsible for independently verifying the fulfilment of Policy Actions and milestones, assessing risks and bottlenecks in the reform process, monitoring compliance with environmental and social (E&S) requirements, and providing strategic advice to MFLT and other key stakeholders. In addition, the IMVC is expected to play an active role in stakeholder engagement and policy dialogue by participating in the PBL's Advisory Group. The assignment will require close coordination with MFLT, KfW, AFD, and key sectoral ministries.
