1. The Department of Environment and Natural Resources Region III, through the government appropriation act intends to apply the sum of Php 128, 000.00 being the Approved Budget for the Contract (ABC) to payments under the -œConsulting Services - for which this Request for Quotation is issued.



2. The Department of Environment and Natural Resources herein after referred to as -œthe Purchaser- now request you to submit price quotation for the -œConsulting Services - of the following:

Consultancy Services for Third Party Evaluation of Enhanced National Greening Program

CY 2013-2015 Accomplishments

I. Background

The Government launched in 2011 the National Greening Program (NGP) pursuant to Presidential Executive Order No. 26. The program which targeted to reforest 1.5 million hectares of degraded lands also aimed to address food security, biodiversity conservation, climate change mitigation and adaptation, among others. In 2017, the program expands its coverage in terms of area to be planted and the period of its implementation up to 2028 in accordance with the updated Philippine Master Plan for Forestry Development for the period 2017-2028.



Since its implementation in 2011, the project achieved significant milestones and accomplishments in terms of area surveyed and mapped; seedling production; plantation establishment; maintenance and protection; jobs generation and hiring of extension officers. Different schemes like Comprehensive Site Development (CSD) and Community Driven Development (CDD) were adopted as mode of implementation. The involved People-s Organization have substantially improved in terms of capability building and socio-economic condition of the members. This was achieved through the employment of PO members who were mobilized and provided with additional income in site preparation, planting and maintenance and protection activities. Moreover, the implementation of the NGP resulted to an enhanced awareness as well as participation and volunteerism in tree planting activities among the government and civil society organizations, various environmental groups, and other private sectors.



For Region 3, a total of 106, 929.21 hectares were planted with 72, 291, 841 seedlings from CY 2011-'2017.This undertaking involved 967 people-s organizations and other partners. With these accomplishments and considering that huge investment incurred by the program, there is a need to assess the over- all physical performance of the established plantations in order to improve subsequent project plan. and pursuant to DMC 2013-06, the assessment shall be conducted by a third-party.



The Regional Office shall seek the services of a consultancy service that would undertake third-party

evaluation of NGP sites established and developed in 2013, 2014 and 2015. This activity is one of the most

concrete indicators of success or failure of a project and provides the necessary check and balance in project implementation.



II. Objectives

1. To determine the compliance of the MOA/LOA Holders;

2. To determine the survival rate of the established plantations;

3. To observe and record the total area planted, spacing, species planted and health of the planted seedlings;

4. To provide valuable inputs and recommendations towards policy formulation and needed improvement of project implementation.



III. Qualifications of the Third-Party Performance Evaluator

The following entities are qualified to apply as third-party performance evaluator under the ENGP.

1. An NGO with juridical personality duly registered either to SEC, DOLE and/or the CDA and are classified under the following:

a. Academe-Based Organization

b. Professional Organizations

c. Other non-profit organizations concerned

2. The third-party performance evaluator must be located or registered in the Region where the NGP area to

be evaluated is located, provided, that the third-party performance evaluator is prohibited from assessing

an NGP area that they developed under a MOA with the DENR;

3. Must be engaged in environment or forestry advocacies

-Certification in implementing similar or related projects

4. Technically capable in implementing the performance evaluation activities. Among the technical manpower needed are:

a. licensed forester;

b. GIS specialist

c. trained staff (GPS, surveying, tree identification, geo-tagging and socio-economic survey)

5. Must possess the minimum requirements set forth by Republic Act No. 9184 for rendering consultancy services to the government before participating in the program.



IV. Scope of Work

In the pursuit of the above objectives,, third-party performance evaluation team shall conduct actual data gathering and field validation for CY 2013-2015 NGP sites 100 hectares and above. A single third-party evaluator may evaluate and assess at most ten (10) NGP areas within a single region. This is to avoid monopoly and bias on a single entity to conduct the third party evaluation. Activities shall include the following:

1. Orientation and levelling off

Before their field validation, the third-party performance evaluation team shall conduct orientation and levelling-off meeting with the concerned field personnel to explain the validation procedure and the

schedule or itinerary of their field validation/activities.

2. Assessment of area developed

The third-party performance evaluation team shall randomly determine one-hectare sampling plots for each site at 5% sampling intensity through submitted GIS-generated shape files. Through the use of GIS

software, random plots will be determined using the Grid Index feature and Random Point Selection Feature. Randomly selected one-hectare sampling plots shall be subjected to 100% inventory of planted seedlings.

The third-party performance evaluation team shall also observe and record the total area planted, spacing, species planted and the health of the planted seedlings in each plot.

The number of sampling plot (one-hectare each) shall be determined following this formula:No. Sampling plots= Area of the planting site (in hectare) x Sampling intensity

Performance of the project will be measured by survival rate of the seedlings and extent of area

planted. The survival rate is measured through this formula:

After the conduct of the field validation, the evaluator assigned shall conduct exit meeting to the concerned field offices.

c. Proceeding of the exit meeting.

3. Data analysis, Packaging and Presentation of results

The third-party performance evaluation team shall analyze the data gathered in the field validation for each NGP site. The result of the validation shall be packaged and consolidated into reports following the outline of the report. Such will be presented to the Regional Director, Assistant Regional Director for Technical Services, Regional NGP Coordinator, PENROs and CENROs.

OUTPUT

a. Presentation material for the result of validation.

b. Evaluation report with conclusion, recommendation including lessons and policy recommendation.

c. Maps of each site, Geo-tagged photos with time stamp, and shape files.



V. Cost of activities and duration

The cost for the conduct of activity is P1, 600/hectare inclusive of cost for transportation, planning with report writing and hiring of laborers. The orientation/levelling-off meetings in the field will be charged against

DENR funds.



VI. Submission of Third-party Report

Within fifteen (15) days after the evaluation, third-party evaluation team shall submit a notarized evaluation report to the Regional Director through the Assistant Regional Director for Technical Services.

The third-party evaluation team shall incorporate in the notarized report all tables, report survey note, maps, geo-tagged photos with time stamp, shape files and other relevant documentation and attachments in its report.





A set of technical specifications for the above items are provided in Attachment 1. All items listed under the purchasers- specifications must be complied on a pass-fail basis. Failure to meet any one of the requirements may result to rejection.



3. Bidding procedures will be conducted in accordance with the provisions of the Implementing Rules and Regulations (IRR) of Republic Act 9184.



4. It is the intent of the Purchaser to evaluate the bid/ quotation for each item separately, and award will be made to the bid/ quotation or combination of bids/ quotations resulting in the overall lowest cost. Bid/ quotation for one or more or all items will be considered. Contract Award will be made to the lowest evaluated quotation(s) meeting purchaser-s technical specifications. Or it is the intent of the Purchaser to evaluate the bid/quotation for each item separately, and award will be made to the bid/ quotation or combination of bids/ quotations resulting in the overall



5. lowest cost. Bid/Quotation for one or more or all items will be considered. Contract Award will be made to the lowest evaluated quotation(s) meeting purchasers- technical specifications.



6. Quotations must be delivered at the address above within seven (7) days.



7. Your prices must be quoted in Philippine Peso and must include the unit price and total price, inclusive of all taxes to be paid and other incidental cost to the delivery site if the contract is awarded.



8. All bids / quotations may be typewritten and may be placed in sealed envelope marked -œConsulting Services -.



9. Bids/ quotations shall be valid for sixty (60) calendar days from the deadline of submission of bids.



10. The delivery period shall be within thirty (30) calendar days from receipt of the Notice to Proceed (NTP) or the Purchase Order (PO). The Supplier should inform the purchaser (DENR) at least three (3) days before the date of delivery. The delivery will be made only during working days and hours.



11. DELIVERY SITE:

12. The applicable rate for late deliveries is one tenth (1 / 10) of one (1) percent of the cost of the unperformed portion for every day of delay. The maximum deduction shall be ten percent (10%) of the amount of contract. Once the cumulative amount of liquidated damages reaches ten percent (10%) of the amount of the contract, the procuring entity shall rescind the contract without prejudice to other courses of action and remedies open to it.



13. The Department of Environment and Natural Resources reserves the right to accept or reject any quotation, and to annul the bidding/shopping process or reject all quotations at any time prior to contract award, without thereby incurring any liability to the affected bidder/bidders. The purchaser (DENR) reserves the right to waive minor deviations/ defects or infirmities therein. A minor deviation/defect or infirmity is one that does not materially affect the overall performance and functionality of the equipment and the capability of the supplier to perform the contract.
