Expression of Interest are invited for Consulting Services - Transformation of Registrar General's Department into National Identification and Registration Authority.

The Office of the Prime Minister (OPM). acting on behalf of the Government of Jamaica (GOJ). has received financing from the Inter-American Development Bank (IDB) through a loan agreement towards the implementation of a National Identification System (NIDS) for Jamaica. It is intended that part of the proceeds of the funding will be applied to eligible payments to a consulting firm to undertake an organisational review of the Registrar General's Department (RGD) and to develop an implementation strategy and plan to modernise and transform the RGD into a new entity to be named the National Identification and Registration Authority (NIRA). The NIRA will be mandated to secure, govern and manage all the identity and civil registration information of all Jamaicans and legal residents.
The OPM now invites eligible firms ("Consultants") to indicate interest in providing the required services. Interested Consultants should provide information demonstrating:
1. At least 10 years' experience in transforming public or private sector entities;
2. At least five (5) projects of a similar nature;
3. The proposed team of experts for this consultancy; and.
4. Registration of firm.
Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-9 and is open to all eligible bidders as defined in the policies. A Consultant will be selected in accordance with the Quality-and Cost-Based-Selection (QCBS) method set out in the Consultant Policies. For the purpose of establishing the shortlist, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it. Shortlists shall therefore comprise no more than the top six firms meeting the minimum required score of 70 points and with a wide geographic spread, with no more than two firms from any one country.
