The University of Calgary (“the University”) is a publicly funded post‑secondary institution operating within a complex governance, regulatory, and stakeholder environment. The University-s Supply Chain Management (“SCM”) function supports a diverse portfolio of academic, research, operational, and capital initiatives, and must balance service delivery, regulatory compliance, stewardship of public funds, and value for money. Procurement and contracting activities at the University operate within a center led environment, involving academic units, administrative departments, Finance, Legal Services, and SCM. These activities are subject to applicable legislation, trade agreements (including but not limited to the Canadian Free Trade Agreement, CETA, and other applicable agreements), internal policies, and delegated approval authorities.
