Consulting services - Special audit, supervision and control with external service provider The Ministry of Foreign Affairs (MFA) v/Section for consular affairs and the field of immigration (SKU) has two regional agreements with an external service provider VFS Global (VFS), regarding the receipt of applications for visas and residence permits. As of today, 87 VFS application centers in 48 countries receive visa and residence applications on behalf of Norway. Norwegian missions abroad are required to carry out inspections of the application centers at least once every nine months for all receptions in their district. The procurement concerns assistance from an external third party to carry out inspections and control contract fulfillment for VFS. The assignment is a supplement that can contribute to further developing the Ministry of Foreign Affairs' and foreign missions' follow-up of VFS. SKU is now carrying out a tender for a contract for assistance for inspections in the period 2026-2028. Overall, the assignment includes three main activities: I. The supplier must carry out a survey of response time and quality in responses to inquiries from audience to service providers' call centers. The purpose is to clarify whether the service provider complies with response time requirements and whether the call centers have sufficient competence to guide and provide correct information to the public. Furthermore, the supplier must propose improvement measures if deficiencies are discovered related to the guidance the call centers provide.
