Tenders are invited for Consulting: Mobile Application Development Services and Web Module for The "Return and Reintegration" Project.
Within the framework of the "Return and Reintegration" project, IOM works to strengthen governments and other organizations for the registration, processing, analysis and communication of mobility information to support humanitarian management and the preparation of public policies.
Given the importance of Salvadoran people residing abroad, the Ministry of Foreign Affairs of El Salvador considers it of the utmost importance to serve this population by providing the greatest amount of information in a timely and efficient manner. In this sense, it is relevant to use the latest technological trends such as the publication of applications for smart devices, which are used by the diaspora. 2. OBJECTIVES OF THE CONSULTANCY
1. Creation of an App for the Ministry of Foreign Affairs of El Salvador that will serve as an interactive communication channel between Salvadoran migrants living outside the country and consulates.
2. Establishment of a Web system for the edition of contents, handling of events, verification of the emergency module, module of reports and access control associated with the use of the App.
Goal:
a) Implement an App for the Salvadoran population located outside the country, where they can consult relevant information on assistance, protection, consular services, office location and handling of appointments to perform procedures, among many other options. 3. PROFILE OF THE COMPANY OR CONSULTANT
The consultant must have knowledge in the development of mobile applications for the iOS and Android operating system, as well as experience in the development and implementation of the Web system. The technology to be used should be the following:
• In the Web part, you should use: o Apache
or PHP
or HTML5
o Laravel or Symfony
or CSS3
or MySQL
• For mobile development, any of the following frameworks must be used: o Phonegap, Cordova, Ionic or Xamarin 4. EXPECTED PRODUCTS OF THE CONSULTANCY
Product 1
Document of functional and non-functional requirements that include as a minimum the following:
a) Introduction
b) Objective
c) General system information
d) Activities schedule
e) General structure of the system
f) Proposal of graphic design of the system, as well as of the different forms and screens to develop for the entrance and consultation of information (Mockups).
g) Technology to be implemented both for the development and maintenance of the system
h) System architecture to be implemented, including the security measures to be included, as well as the services to be installed
i) Security matrix of the system where the profiles and access will be established.
j) Functional and non-functional requirements of the system
k) Validation of the database design carried out previously, as well as the proposed class design.
l) Report design
m) A development repository with reading access will be established for IOM and the Ministry of Foreign Affairs, where progress on the development of the system can be reviewed. (GIT within the Bitbucket, Gitlab or similar platform) Product 2
Development of a mobile application for iOS and Android which establishes digital links with the countries of origin with detailed and updatable information in real time to mobile terminals through communication to a central server. The options that this application will contain are:
a) Consular Assistance and Protection
b) Information and location of embassies or consulates based on geo positioning of the terminal indicating the nearest place to care
c) Migration orientation
d) Migrant alert
e) Data record
f) Consular services
g) Contact to the country of origin
h) Telephone and emergency places
i) Citizen complaint
j) Information and Notices Product 3
Development of a Web module in which the content shown in the App will be handled, as well as the administrative part:
a) Administration panel
b) User creation form
c) Creation of users
d) Change and reset password
e) Suspension of users
f) Permissions for users
g) Import user information
h) Access to information board
i) Editing the information to be shown in the App
Note: check if this will allow you to modify the content of the items (example: consular services, immigration advice, etc.) Product 4
Technical training in the installation, adjustment and maintenance of the Web system. It should also explain what programs were used for the development, deliver the installers and perform the installation in a team of the Ministry of Foreign Affairs of El Salvador.
The following documentation should be developed:
a) Training report.
b) Report of functional and non-functional tests, both for the App and for the Web module.
c) User's manual for the App and Web module, both the administrative part and the user part.
d) Technical manual that explains how the application was developed, architecture, modules and classes used, database diagram, and other information that helps any developer to make the necessary adjustments, in case you need changes in the App or in the system in the future. This manual should be prepared for both the App and the administrative part that will be in a Web environment. It should also contain what programs and licenses are needed to carry out the development, as well as the steps for the installation of these
programs, as well as, where necessary, the process for installing the programs for the implementation of the Web module.
e) Applications available and running in their respective stores, in the case of Android in Google Play, and in the case of Apple in the App Store. ** The source code and content of the system will be owned by IOM or the institution designated by IOM.
1. TANGIBLE AND QUANTIFIABLE CONTRIBUTION OF WORK ALLOCATION **
a) Development, coding and publication of an application for the Android and iOS operating system.
b) Development of a Web module for the administration of the information that will be published in the application.
c) Training of users on the management system developed.
d) User and technical manual. 6. EXECUTION TIME:
The estimated time to carry out this consultancy is 4 months, from the signing of the contract between IOM and the company or consultant. In case of any inconvenience or delay, you must inform OIM in a timely manner to take the appropriate actions. 7. OBLIGATIONS OF THE COMPANY
• The Contractor will assume responsibility for the total execution of the Consultancy, so that it is carried out under optimal technical conditions.
• It will be the Contractor's primary obligation to execute the Consultancy in accordance with the Terms of Reference; Technical and Economic Proposal; and Schedule.
• Provide competent and adequate personnel to execute the activities in the Technical and Economic Proposals, and the schedule, in the best possible way.
• The consultant or company will charge the travel and accommodation expenses of their staff for consultations and training.
• Fully pay the staff in charge of the fees, benefits,
insurance, bonuses and other complementary benefits ordered by law. IOM will under no circumstances assume responsibility for legal omissions of the Contractor in this regard.
• The Contractor must comply with the legislation in force on the personnel that he supervises and employs for the activities.
• It will be the obligation of the Contractor that the personnel employed during the course of the consultancy will be competent and qualified, in addition to having enough experience to undertake the tasks entrusted to them in the best way possible.
• The consultant or company will not incur hardware costs for the institutions
beneficiaries in the implementation of the products. 8. RESPONSIBILITIES OF IOM
IOM is committed to:
• Maintain constant communication with the company or institution contracted.
• Provide the company or contracted institution with the contact information of key actors for the consultancy.
• Review and provide feedback on the reports presented within a maximum term of 10 business days.
• The payments corresponding to the products received will be made within a period no longer than 15 business days after the approval of the same has been notified. 9. REPORTS
The contractor will make and deliver to the OIM Supervision Midterm and final reports, for approval. Additionally, short monthly reports will be received, in which the following will be recorded:
• A list of activities carried out and key actors involved.
• Minutes of consultation and coordination meetings.
• Intermediate report after the completion of the product 2.
• Final narrative report on the implementation of the system.
THE COSTS IN WHICH IT IS INCURRED FOR THE PREPARATION AND PRESENTATION OF THE REPORTS, WILL RUN ON THE CONTRACTOR'S ACCOUNT AND SHALL BE INCLUDED IN THE ADMINISTRATIVE EXPENSES OF THE CONTRACT. 10. DEFAULT FORM:
The payments of this consultancy will be made once the products are approved by IOM, as long as they have the approval of the Ministry of Foreign Affairs, as follows:
to. A first payment corresponding to 20% against the approval of the requirements document;
b. A second payment corresponding to 40% against the delivery of the App for Android; as well as for the delivery, implementation and approval of the Web module on servers of the Ministry of Foreign Affairs of El Salvador;
c. A third and final payment corresponding to 40% corresponding to the approval of the training report, technical and user manuals, as well as the applications available in the Google and Apple stores. All products will be approved by the IOM, with the approval of the Ministry of Foreign Affairs.
