Local Consultancy: ELABORATION AND IMPLEMENTATION OF DIGITAL COMMUNICATION STRATEGY OF UNICEF CUBA

I. BACKGROUND
The fundamental mission of Unicef ??is to promote the rights of every child, wherever they may be, and through everything the organization carries out - programs, communications and operations. The equity approach focuses on the most disadvantaged and excluded children and families, implying a tacit commitment to the rights of the child. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination.
Within the framework of its mandate, established in the Convention on the Rights of the Child, UNICEF contributes to accelerating progress towards the realization of the human rights of all children.
The Global Strategic Framework for Communication and Advocacy 2018-2021 (GCASF 2.0) of Unicef ??raises 4 key objectives: 1 ) To be the leading voice for children and young people ; 2) Be the leading advocacy organization for children and young people ; 3) Be the leading brand for children and young people ; 4) Achieve the support of 100 million supporters.
To achieve these objectives, the organization proposes a strategy, called 'Digital First', through which the development of digital content and digital and / or online platforms is prioritized and enhanced. At the same time, 3 priority publics are proposed, among which millennials and young people are identified. In the current national context, Unicef's office in Cuba should strive to communicate in an attractive, agile and innovative way by telling stories in strategic and comprehensive formats and channels. That these contents are adaptable and available in a variety of channels and contexts will be decisive to effectively reach more people.
II. OBJECTIVE OF THE CONSULTANCY
The general objective of the consultancy is to design a Digital Communication Strategy in relation to the Communication Strategy of the office, which defines clear objectives to position priority issues of the different program areas. Likewise, the consultancy will provide technical support for the conceptualization, design and production of a variety of materials and formats.
III. MAIN FUNCTIONS AND RESPONSABILITIES
Under the supervision of the Communications Officer, the consultant will perform the following functions:
1. Conceptualization, design, implementation and monitoring of the Digital Communication Strategy of the Unicef ??office in Cuba.
2. Design and production of thematic packages for digital activations, including in-depth articles, interviews, life stories, infographics, photo essays, blogs, videos that favor the positioning of priority topics and aimed at target audiences, using the various digital platforms of Unicef.
3. Daily management and updating of the organization's web pages on the ECM and Druppal platforms, and Facebook and Twitter social networks, including the mediation of conversations. Monitoring of monthly traffic and engagement results. Compile and share statistical reports with the regional office when requested.
4. Support to the conceptualization and design of materials of C4D intentional, attractive and contextualized, in collaboration with the program area.
5. Support for the dissemination of online evidence generation opportunities (U-Report, SurveyMonkey, etc ...)
6. Production of digital materials and activations with Unicef ??Goodwill Ambassadors in Cuba.
7. Advise the Communications Officer in relation to current context opportunities such as initiatives, events, movements, trends, interests or activities that involve and interest the millennial audience and young people.
8. Support to service providers in the production of materials (briefing, script, monitoring, approval).
9. Support to the Publications Plan through the orientation and recommendation of quality service providers (illustrators, designers, etc ...) and validation of the final arts according to quality standards and the Unicef ??Brand Manual.
10. Coordination with the fundraising area to respond to the needs and requirements associated with the design of proposals or reports and the elaboration of life stories.
11. Support for the realization of events related to communication and advocacy priorities, as well as programmatic, including conceptualization, coordination with media, photographic, audiovisual and narrative documentation.
12. Contribution to the bank of images of the office through the different documentation opportunities that are presented.
13. Support in other activities related to this program component, if necessary, such as the needs associated with responses to emergency situations or thematic synergies with other components.
