Background

A series of localized emergencies happen in Tanzania every year requiring a timely and appropriate response. Small to medium scale emergencies, both natural and man-made hazards including drought, floods, refugee influxes, earthquakes and epidemics often affect livelihoods, destroy infrastructure and cause food insecurity and health problems. Moreover, climate change, deforestation and manipulation of natural drainage channels have increased the risk of floods and displacement of people, changing weather patterns and consequent uncertainties, particularly to farmers. The country has experienced periodic cholera outbreaks, including a widespread outbreak since August 2015 until 2019. In May 2019, Tanzania was exposed to a threat of Cyclone Kenneth which posed a potential threat to some regions in the southern regions mainly Mtwara, Lindi and Ruvuma.

Potential cross-border transmission of Ebola Virus Disease (EVD) from currently affected countries (DRC and Uganda) makes Tanzania among the priority countries for stepping up preparedness measures according to the assessment done by World Health Organization (WHO) in September 2018. The Disaster Management Departments of the Prime Minister`s Office (mainland) and the Second Vice Presidents Office in Zanzibar are leading the overall coordination of emergency preparedness and response in close collaboration with the lead Ministries, and with the Local governments. With the current increasing risk of cross-border transmission of EVD, UNICEF Tanzania is intensifying preparedness actions in nine regions and 26 districts identified as high risk.

The purpose of the RRM Roster is to ensure readiness in Risk Communication and Community Engagement to support emergency preparedness and response through a predictable and coordinated approach to emergencies.

Objectives, Purpose & Expected results

The main objective of the RRM roster is to ensure readiness for implementation of emergency SBCC including Risk Communication and Community Engagement, and evidence-based communication plans of action at regional and district levels.

Description of the assignment

Support behavioural assessments and emergency preparedness in Risk Communication/Community Engagement.
Support LGAs and partners in strengthening coordination of social mobilization actions, follow up and updates of partner activities.
Support implementation and coordination of; (a) behaviour and social change at individual / household and community levels for the adoption of key lifesaving behaviours within humanitarian contexts.; (b) building capacity for social mobilization among local influencers, CBOs and social networks (c) increased community participation in emergency preparedness and response; d) ensure appropriate placement of SBCC messages as materials in appropriate channel.
Support Monitoring and Evaluation of emergency C4D/SBCC based on practical tools and supportive supervision, as well as introducing community-based/participatory monitoring.
Document stories from the field including success stories and learning lessons.
Important:

The TOR is NOT for recruiting for a vacant position but rather to invite for surge personnel with experience SBCC when the emergency escalates to the response mode. Inclusion in the Roster does not guarantee any future contractual relations with UNICEF. Location of assignment is to be determined as the need arises.

Qualification and experience

Advanced University degree in the fields of Social/Behavioral sciences (Sociology, Anthropology, Psychology, community development, Public Health, Health Education).
Knowledge of public health and one or more other relevant areas (e.g.: community engagement, behavior change, health promotion, community development, education, etc.)
Experience in SBCC, and emergencies, including disease outbreak communication, Risk Communication and Community Engagement Community Outreach, Capacity building and Monitoring and evaluation
A minimum of 5 years of relevant experience with either the UN and/or NGO
Evaluation process and methods

Once vetted, candidates with suitable profiles will be included in the RRM Roster to be considered for short term (1-6 Months) emergency assignments as needed. Successful candidates who are being considered for emergency assignments at UNICEF will receive e-mail queries of interest and availability from UNICEF Tanzania HR team.

Successful applicants will be:

Tanzanian nationals fulfilling the qualification requirement;
Expected to deploy within 1 to 2 weeks from confirming to interest and availability to UNICEF;
Deployed on 1 to 6-month consultancy (assignments or consultancy (SSA) contracts
