Description:

Background
The WHO Health Emergencies program of the Pacific Technical Support Division (DPS), World Health Organization, supports 21 PICs to develop and strengthen the core capacities encompassed by the International Health Regulations (2005) (IHR). The Pacific Health Security Coordination Plan (PaHSec) has been developed by WHO and partners in response to an identified need for more coherent and coordinated support in implementing the IHR. The 5 year PaHSec aims to accelerate IHR capacity development in PICs and support objective assessment of those capacities through annual monitoring, after action reviews of outbreaks and emergency responses, exercises and voluntary Joint External Evaluation. The voluntary Joint External Evaluation (JEE) is an element of this new IHR Monitoring and Evaluation Framework and involves an initial internal self-assessment of IHR capacities followed by a joint country and external expert assessment. PICs will be encouraged and supported to utilise the JEE tool to assess and strengthen their IHR capacities.
Purpose/Specific Objective of the Activity
WHO in the Pacific aims to create a pool of consultants with expertise in health security to support the Pacific Island countries and areas (PICs) to develop and strengthen capacities required under the International Health Regulations (2005) (IHR). The consultancy will operate under the frameworks of the Asia Pacific Strategy for Emerging Diseases and Public Health Emergencies (APSED III) and the Pacific Health Security Coordination Plan.

Consultants from a range of disciplines are required to work with PICs to strengthen IHR capacities and implement the IHR MEF as a process of continuing quality improvement.

The work will involve providing technical assistance to support the implementation of the Pacific Health Security Coordination Plan.
Description: of the tasks/process involved in carrying out the activity
5.1 Public Health IHR Consultants (Multiple Positions)
A team of consultants will be engaged to work initially in the WHO DPS office in Suva to develop resources and an understanding of approaches to in-country IHR implementation. Consultants will be assigned one or a number of PICs and will spend up to 100 working days in-country. The consultant will work with the IHR National Focal Point on a range of IHR related issues based on the needs of the PIC including the identification of additional and/ or specialised technical support. The consultant will receive direction and support from the central coordination function and will liaise with the other PIC based health security consultants and staff.
5.1.1 Specific requirements
Qualifications required:

An advanced university degree (Master’s level or above) from a university recognised by the International Association of Universities` Worldwide Database of Higher Education Institutions, Systems and Credentials (WHED) in public health, medicine, international health or related field.
Experience required:
Essential:

At least 7 years of relevant experience at national and international level in health security.

Demonstrated experience in developing and promoting collaborative partnerships.
Desirable:

Relevant work experience in WHO, other UN agencies, relevant non-governmental or humanitarian organizations.

Experience in the delivery of adult education.

Pacific experience is an advantage particularly in regard to preparedness for, and response to, outbreak prone diseases in the Pacific.
Skills / Technical skills and knowledge:

In-depth knowledge of communicable disease prevention and control

Demonstrated knowledge of the International Health Regulations and contemporary issues in health security capacity strengthening

Demonstrated knowledge of rapid response operations and their implementation in emergencies as related to public health, complemented by demonstrated ability to identify and manage difficult situations, to lead and direct multidisciplinary and multinational staff

Sound knowledge and experience of disaster prevention and preparedness programs and the incident management system
Language requirements:

Advanced level written and oral communication skills in English.
5.2 Points of Entry Consultant
The ability to detect and respond to any potential hazards that occur at Points of Entry (PoE) is a core IHR capacity. The work undertaken by the consultant will be determined by the needs of the PIC and may include an assessment of the IHR related PoE status, biosecurity, development and implementation of public health emergency contingency plans, training, engaging stakeholders and conducting PoE related simulation exercises.
5.2.1 Specific Requirements
Qualifications required:

A relevant tertiary qualification from a WHED recognised higher education institution is desirable.
Experience required:
Essential:

At least 5 years of experience regarding implementation of PoE requirements relevant to IHR 2005.

Experience in training public health officials, border authorities and other stakeholders in ship sanitation certification and border health protection functions

Experience in the development, exercising and implementation of Public Health Emergency Contingency Planning at designated points of entry
Desirable:

Relevant work experience in WHO, other UN agencies, relevant non-governmental or humanitarian organizations.

Zoonotic Disease Consultant
The WHO and the World Organization for Animal Health (OIE) aim to strengthen the capacity of member countries to address health risks at the human-animal interface. This consultancy specifically applies to building IHR capacities for the prevention and detection of, and response to, zoonotic disease. The purpose of the consultancy is to improve the preparedness and response to human and animal health risks through coordinated efforts of human and animal health authorities (One Health approach).
5.3.1 Specific Requirements
Qualifications required:

An advanced university degree (Master’s level or above) from a WHED recognised university in veterinary science, public health, medicine or related field.
Experience required:

Essential: At least 5 years of relevant experience at national and international level, in developing and promoting collaborative partnerships at the interface of the human and animal health sectors.

Experience with disease outbreak preparedness and response including experience in managing and coordinating health programs in sudden-onset emergencies

Desirable: Relevant work experience in WHO, other UN agencies, relevant non-governmental or humanitarian organizations.

Experience in the delivery of adult education and training.

In-depth knowledge of zoonotic disease prevention and control

Skills in supporting policy, plan and strategy development relevant to zoonotic disease

5.4 Public Health and IHR-related Law Consultant
The purpose of this consultancy is to ensure that an adequate legal framework exists in PICs to support and enable the implementation of obligations under the International Health Regulations (2005). The nature and scope of work will depend on the needs of individual PICs and may include review of existing legislation, recommendations on amendments and changes to legislation and administrative arrangements to facilitate full and efficient implementation of the IHR, and development of model provisions and legislative drafting instructions.
5.4.1 Specific requirements
Qualifications required:

A university degree in Law, specialising in public health law, from a WHED recognised university
Experience required:

Essential: At least 7 years professional experience with a minimum of 5 years` experience in conducting legislative review, analysis and assessment and /or in the preparation of drafting instructions and drafting of legislation.

Desirable: Relevant work experience in WHO, other UN agencies, relevant non-governmental or humanitarian organizations.

Experience in the delivery of adult education.

Pacific experience an advantage particularly involving Pacific public health law
Skills / Technical skills and knowledge:

In-depth knowledge of public health legislation relevant to the implementation of the IHR

5.5 Simulation Exercise Designer/ Facilitator and Emergency Management Consultant
The consultancy aims to strengthen IHR capacities in PICs through the establishment of health Emergency Operation Centres operating under the Incident Management System or similar and implementation of a range of simulation exercises developed to test aspects of IHR preparedness, coordination and response. Under the direction of the WHO-DPS Emergency Operations officer/Health Cluster Coordinator, the consultant will contribute to the development of model documentation for adaptation and use in PIC Health Emergency Operation Centres, will be responsible for the design of simulation exercises and recommended reporting and evaluation mechanisms and will train a team of consultants to facilitate and evaluate exercises conducted in PICs.
5.5.1 Specific requirements
Qualifications required:

A relevant university degree or extensive equivalent experience in emergency management
Experience required:

Essential: At least 7 years of relevant experience at national and international level, in designing, conducting and evaluating simulation exercises.

High level experience in emergency management and response in the international humanitarian sector.

Training program design and experience in the delivery of adult education.

Desirable: Relevant work experience in WHO, other UN agencies, relevant non-governmental or humanitarian organizations.

Expected Period of Assignment
The consultancy period will be from 01 February 2018 to 30 December 2018. Consultants who are invited to join the pool may be contacted during this time and contracted for specified activities subject to their availability. The Public Health IHR consultants will be engaged for up to 100 working days delivered as a series of in-country visits while other consultants are expected to have shorter term assignments of up to 1 month.
