Terms of Reference Consultant Videographer for the Building Resilient Communities in Somalia (BRCiS) Consortium

1. Purpose of assignment

Background information

The Building Resilient Communities in Somalia Consortium was established in October 2013 with the overall objective to improving the resilience of vulnerable communities and households in seven regions, 27 districts and 90 communities of Somalia. Cutting across the ‘Humanitarian – Development’ spectrum, the BRCiS programme balances its response to short-term humanitarian needs with the longer-term aim of building community and household capacities to deal with the shocks and stresses. This way, the project provides a contiguum of humanitarian and rehabilitation/development assistance that seeks to improve the absorptive (short-term) and adaptive (medium and long-term) capacities of communities and households.In the communities that BRCiS works, this generally includescombinations of interventionsrelated to Food Security, Livelihoods, WASH, Nutrition, Disaster Risk Reduction, Natural ResourceManagement, amongst others. With the involvement of the six BRCiS Members (AAH, CESVI, CWW, IRC, NRC and SCI), the Consortium set out to improve the resilience of rural communities and IDP households.

Purpose of the Consultancy

Through funding from DFID, BRCiS is starting a new project in urban and rural communities across 30 districts. As part of the inception process, BRCiS has put in place a thorough component of local authorities and community engagement which includes an intense process from community targeting to the development of a resilience plan.

The Consortium would like the consultant to document the various steps of the process and develop 2 video products:

2 minutes clip for online dissemination
10 minutes clip for dissemination with local and international audiences
The consultant will be expected to travel to 6 locations within the BRCiS coverage in Somalia (1 per state) and interview two communities per location and the local authorities (to be agreed with the BRCiS consortium). The 6 locations will be agreed upon with the partners and will come from the following locations: Jubastate (Kismaayo, Bardheere, Doolow and Belet Hawa), SWS (Baidoa, Wanla Weyn, Afgooye, Xudur and Wajid), Hirshabelle (Matabaan and Beletweyne), Galmudug (Dhusamareb, Hobyo, Gaalkacyo and Cadaado), Puntland (Galdobog and Burtinle) and Somaliland (no locations to be visited).

2. Objectives and Scope of Work

The primary purpose of the videographer consultancy is to document the various steps of the Community Engagement Process within the BRCiS project locations.

This includes:

Developing synopsis for both videos (including interview questionnaires) and a detailed workplan for the completion of the consultancy
Filming field locations, including community engagement processes and interviews of community members and local authorities representatives
Edit both videos
Develop and insert English and Somali subtitles as appropriate
Share for comments and review the final products untils validation
The consultancy will be successful if the videographer includes a participatory component to their planning, to account for feedback on the synopsis and the videos from the Consortium.

At least 2 rounds of comments and revisions on the final products needs to be included in the planning. The Consortium expect high quality videos in terms of image, sound, editing as well as subtitles.

3. Methodology

The consultant will develop the synopsis for both videos in collaboration with the Consortium Management Unit and the BRCiS Members. The workplan will developed with the same stakeholders and an agreement will be reached in terms of locations visited, as well travel plans.

The CMU and the Members will support the consultant with the organization of the field visits and in particular with linking up with communities and local authorities for visits and interviews. The consultants will work under BRCiS supervision in the field.

The consultants will provide and insure all the relevant equipment for the consultancy. The consultant will make their own travel and accommodation arrangements. The consultants will make sure that they have documented informed consent from all persons filmed in the process. Documentation of the consent forms are handed over to the consortium.

4. Deliverables

The selected consultant will be responsible for four key deliverables:

Inception Report: The Inception Report will include the video synopsis after review and approval, as well as the detailed workplan.
Draft Videos: The Draft Videos will be shared withthe CMU and the Consortium Members for review and comments
Final Videos: The Videos will be considered final after at least 2 rounds of review and all comments have been integrated.
Rushed: The Consultant will handover all footage captured during the consultancy to the BRCiS Consortium.
5. Estimated duration of contract

It is estimated that the contract will take approximately30 working days in April and May 2019. The final video should be provided by the 15th of May.

6. Official travel involved

The consultancy requires extensive travel to BRCiS project sites in Somalia which should be covered in the consultant’s budget, tentatively looking at Belet Xawa, Baidoa, Beletweyne, Hobyo, Banadir and Burtinle.

7. Supervisor

The supervisor of the consultant is the BRCiS Project Manager. More generally, the Consultant will work in close collaboration with the CMU and the Consortium Members.

8. Qualifications or specialized knowledge and/or experience required

Required qualifications for the consultant team is:

Advanced University degree in Communications, Journalism, Public Relations, or equivalent/relevant professional experience combined with a university degree in a related field
Proven experience in professional videography, video editing, and writingfor communication within the humanitarian and development sector.
Strong familiarity of the context of Somalia and field presence.
Fluent in Somali and English language.
9. Application
