Tender Details

Tenders are invited for Consultant Services Competition for Detailed Traffic Studies Works for Eastern Sabah Al Ahmad Residential Project.

e Public Authority for Housing Welfare hereby announces the offering
of the above competition among the below named consultant firms
which are qualified to carry out the above works:
1. Transmotion Company
2. Al Shimlan Company
3. Projects House Co.
4. Al Arabi Office (PACE)
5. Mazin Al Shane House
6. Parsons Brinkerhoff
7. Kuwait Advance Technology Co.
8. Moytt Macdonald
9. K.E.O. International Consultants
The competition documents include the following:
a. Document III : Terms of Reference
b. Document IV: Particular Conditions.
c. Form of Offer
1. The copied documents in a CD shall be given to the desirous Offices against a
refundable fee of KD 250/- to be payable at PAHW - South Surra (Ministries Zone) - 2

Floor - Office of the Planning Department Manager as from Wednesday, 6.6.2018
during office hours, and the Closing Date for offer submission shall be at 1.00 p.m. on
Sunday, 1.7.2018 and any late offers will be disregarded.
2. The competitor shall return these documents after duly signing and stamping the same
in such a manner which indicates that he has examined and approved the contents
unconditionally and without any reservation, and such documents shall be inserted in a
red wax sealed envelope.
3. In case of any queries by the participants, the deadline for queries shall be not later than
Wednesday 20.6.2018.
4. The Consultant Office shall submit an initial guarantee of KD 2, 000/- (Two Thousand
Kuwaiti Dinar) in favour of PAHW in a form of certified cheque or unconditional bank
guarantee payable upon the request issued in Arabic Language by an accredited bank in
the State of Kuwait and valid for the entire offer validity period. Cash guarantees and
uncertified cheques are not acceptable, and any offer not accompanied with the initial
guarantee will be disregarded.
5. The offer shall be valid for 90 days as from the date of opening the envelopes
6. The works implementation period shall be 120 days as from the date of signing the
contract including the approval periods by the competent authorities.


7. The final guarantee (contract bond) shall be 10% of the total contract value and it shall
be submitted pursuant to the conditions stated in the competition documents.
8. As for the International Firms, it is conditional that a local merchant agent shall be
available by virtue of a duly authenticated official contracts.
9. The participant shall attach along with his offer the Certificate of Compliance with
National Manpower Percentage issued by the Ministry of Social Affairs & Labour as per
the manner stated in the competition documents.
10. The participants is liable for any financial costs or expenses or losses incurred by him
while preparing his offer, and he has no right to claim for any compensation in this
regard.
11. The PAHW has the right to accept or reject any offer. Also it is not bound to accept the
best offer without stating any reasons and without bearing any liability or material, legal
or moral consequences.
12. This competition is open only for the abovementioned offices
