Palladium is looking for a software developer to work in the MEASURE Evaluation project in Senegal. This activity consists in establishing and setting up a community surveillance system for priority human and animal diseases (zoonotic). The project uses the mInfoSanté platform, based on RapidPro, for SMS messaging to report suspicious cases of diseases observed at the community level. The current version of mInfoSanté does not contain priority zoonotic diseases. The consultant will be responsible for assisting in the development of the SMS platform, mInfoSanté, to include zoonoses in the above mentioned community surveillance project.

Objective of the consultancy
The purpose of this consultancy is to contribute to the development of the mInfoSanté software for the community surveillance project for zoonotic diseases. This position will be supervised by MEASURE Evaluation Country Manager. The key objectives are:
1. Documentation of the steps required for software development. Assist in the documentation of the monitoring process required for the configuration of mInfoSanté.
2. The development of the mInfoSanté platform to integrate zoonoses
3. Developing web-based dashboards to effectively display alerts and data summaries
4. Staff training on the platform, including technical support and resolution of potential problems.

Profile and qualifications
The consultant must meet the following requirements:
1. University degree in Information Technology, Software Development or equivalent.
2. Proven experience in the use of the RapidPro platform and / or other SMS-based platform. Have been involved in the successful implementation of at least one RapidPro project in Africa.
3. Experience in at least one modern object oriented programming language including: "python", "php", etc. Many others are acceptable.
4. Experience in developing and maintaining applications using a modern web framework. "Cakephp" is preferred. "Cheetah", "Pylons", "Rails" and "Catalystst" are acceptable.
5. Being an author, manager, contributor or other active member of at least one open-source project would be an advantage.
6. Have good writing and communication skills in French and Wolof. English is a plus.
7. Experience working in documentation requirements and software testing with users.
8. Hands-on training and post-deployment support experience by phone, email and hands-on technical assistance.
