The Youth section is looking for a consultant for National Youth Tracer Study and Labor Market Integrated Analysis.
How can you make a difference?
UNICEF Lebanon Country Office (LCO) has conducted a standardized Tracer Study survey administered to young graduates completing skills training programs to evaluate the medium-term impact of the program offered by the UNICEF Adolescent and Youth Section through its partner NGOs and CBOs. The Tracer Study aims to contribute to generating to more information on youth labor market in Lebanon, including challenges that young people face in accessing decent work opportunities. UNICEF LCO is seeking to hire an individual consultant to conduct a comprehensive analysis of data generated in line with available labor market information and propose a set of recommendations to improve program effectiveness. The consultancy will focus on: a) completing an in depth cross analysis of Tracer Study indicators; b) Desk review relevant labor market information, past tracer studies, and other studies on labor market assessment, particularly in Lebanon and with focus on youth; c) Report on comparative findings based on the above including recommendations to improve program effectiveness; d) documentation of Tracer Study process and SOPs.
The analysis will answer the following main questions:
1. What happens to adolescents and youth after completing the skills training programs?
2. To what extent are youth able to get paid employment in an acceptable time? What kinds of employment opportunities are available? How are youth finding these employment opportunities?
3. To what extent do the working adolescents and youth use the competencies they have acquired during their training? How can skills training programs be improved to better fit with the demands of the labor Market?
Scope of Work:
The consultancy includes:
1. Completing an in depth cross analysis of Tracer Study indicators;
2. Desk review of relevant labor market information, past tracer studies, and other studies on labor market assessment, particularly in Lebanon and with focus on youth;
3. Report on comparative findings based on the above including recommendations to improve program effectiveness;
4. Documentation of Tracer Study process and SOPs including: the study and country contexts, study methodology including characteristics of target population, findings of employment data, employment characteristics, transition to work, evaluation of training programs, gender & inclusiveness, and recommendations & lessons learned.
Work Assignment overview:
1. Inception Report: This includes: Indicators, preliminary analysis, review of relevant labor market information and outline for final report. 15 days.
2. Final Report - Initial Draft. 15 days.
3. Final Report - Revised Draft. 10 days.
To qualify as an advocate for every child you will have:
§ An advanced university degree in any relevant field with demonstrated expertise in labor standards and policies.
§ A minimum of 20 years of experience from which 10 years of relevant professional experience in in consulting, with emphasis on conducting tracer studies, labor market assessments, and experience in development and evaluation of vocational and skills training programs.
§ National and Regional Experience in International Organizations, including the International Labor Organization (desirable)
§ Excellent statistical and analytical skills.
§ Excellent command of Arabic and English.
