Lao National Consultant for Hydro Advisory: Environmental and Social Standards in the Power Sector in Lao PDR

The Legal, Compliance Risk & Sustainability VPU helps ensure that IFC is sufficiently profitable and capitalized to sustain and grow its operations through prudent risk management at the corporate, portfolio, project, and client levels. The overall program aims to increase the share of new private sector investments that adhere to good international industry E&S practices and will involve working closely with government, the private sector, the World Bank and other stakeholders in this space. IFCs program in Lao has recently finalised its first phase over the last five years focused primarily on the hydro sector and has agreed to extend for another two years broadening its focus to renewable energy. The program is working through four interlinked components that also aim to better integrate gender into power development and operations in the region and globally and Create awareness and promote sustainability in the hydropower sector through improving the voice of the private sector in regional policy dialogue and through cross learning with diverse stakeholders:

C1. Improve and ensure implementation of regulatory frameworks for the hydro sector by promoting implementation of good international industry practice in E&S standards;
C2. Enable development of basin-wide planning tools and capacity in practical E&S risk management for the public and private sector to assess cumulative impacts and manage river basins holistically where multiple hydropower projects are planned;
C3. Enable adoption of good practice E&S standards by Asian financiers investing in hydropower development, to influence the way they assess their hydro investments;
C4. Create private sector dialogue platforms in the form of Hydropower Developers Working Groups (HDWG) and promote adoption of good international industry E&S standards by the private sector (hydropower companies, contracts, and consultants);

IFC is seeking to strengthen its hydro advisory team through the recruitment of a Lao National Short-Term Consultant (STC) to be based at IFCs Lao office in Vientiane. The STC will report to the Hydro Advisory Team Leader who is based in Yangon, Myanmar.

Duties and Accountabilities:
The purpose of the assignment will be for a Lao National Consultant to assist with program support, implementation of activities, and communication.
The consultant will be expected to work closely with the Team Leader, IFC office staff/consultants and other regional team members to undertake the following tasks:
- General administration support with the Advisory Services Operation Portal (ASOP) to input data for monitoring and reporting of the program outputs and outcomes and maintain files to track project results.
- Maintain files of clients, consultants and other stakeholders involved in project activities in the form of a database.
- Contribute to project documentation such as concept notes, approval documents, briefings, and presentations- particularly in Lao language.
- Organize meetings, workshops and other events by preparing/translating agendas, securing meetings, liaising with participants, preparing logistics in coordination with the IFC Lao ACS.
- Liaise with Government of Lao PDR counterparts, prepare materials in Lao language as required and/or review translated documents for or by GOL, secure meetings and respond to GOL requests.
- Assist in the administration of procuring and managing professional service providers, including drafting terms of reference (ToR), managing internal procurement processes in collaboration with IFC procurement/admin and finance staff.
- Support communications team in reviewing articles in Lao language and sharing summaries in English and contacting with the media (as requested).
- Translate or procure/review Lao language materials into English- specifically review the newly translated IFC Performance Standards into Lao.
- Contribute to programmatic activities such as the cumulative impact assessment of the Sekong, other government related program activities and the Hydropower Developers Working Group.
- Work closely with World Bank counterparts as required.
- Support the Project Leader in her functions developing strategies, internal reporting, reporting to donors, providing briefings, presentations, etc.
- Participation in weekly/monthly team meetings and regular communication with TL and other team members through email/phone/jabber, etc.
- Other activities as determined.

The specific deliverables/outputs required from the consultant will be discussed and agreed upon with the Team Lead on a monthly basis.

The Consultant will be required to travel within Laos and possibly to other countries as determined alongside the project team as per World Bank Group travel guidelines.

Selection Criteria:
- A masters degree in a relevant discipline e.g. environmental studies and social sciences, water resources management, power sector linking with governance, economics, private sector development, and project management;
- Good understanding of the operations of the Government of Lao PDR and its structure (including knowledge of the government procedures, rules, and regulations);
- Good knowledge of the operations of private businesses and issues facing them;
- Good network of actors engaged in power sector activities in Lao PDR;
- At least five years experience working for government agencies, private businesses or donor funded projects;
- Strong inter-personal skills and proven track record in working effectively in a team environment with multi-disciplines and cultures;
- Ability to also work independently and take initiative to troubleshoot when issues arise;
- Good organizational skills and ability to carry out admin activities; and
- Excellent communication skills both written and oral in English and Lao.
