Background & Rationale
The GBVIMS was created to harmonize data collection on GBV in humanitarian settings. The GBVIMS provides a simple system for GBV project managers to collect, store and analyse their data, and to enable the safe and ethical sharing of reported GBV incident data. The intention of the GBVIMS is both to assist service providers to better understand the GBV cases being reported, and enable actors to share data internally across project sites as well as externally with agencies for broader trends analysis and improved GBV coordination and advocacy. The GBVIMS tools were created in 2007. The global Technical Team was set-up in 2011 in response to the need for a standardized information management system to manage GBV incident data in humanitarian contexts. Today, the inter-agency GBVIMS initiative is overseen by a global Steering Committee made up of representatives from the International Medical Corps (IMC), the International Rescue Committee (IRC), UNFPA, UNHCR, and UNICEF. The GBVIMS Surge Team has been instrumental to the development of the “next generation” of the GBVIMS system (GBVIMS+) as part of the work that UNICEF and partners are embarking upon through the development of PRIMERO - Protection-related Information Management for Emergency Response Operations - which is a software application that will help partners with case management, including to securely collect, store, manage, and share data for GBV and other protection-related incident monitoring for improved programmatic response. Over the next year, with support from UNICEF HQ and the GBVIMS Surge Team, the GBVIMS+ component of PRIMERO is currently being piloted in 2 countries and expected to be rolled out further in existing and new GBVIMS operations. The present Consultant will be part of the GBVIMS Surge Team and GBVIMS Steering Committee, and will focus on the case management aspect of GBVIMS+.
Purpose
The primary purpose of this contract is to ensure the integration of quality GBV case management standards among existing and new/potential GBVIMS users in at least 3 emergency-affected countries throughout the world (to be determined in consultation with the Technical Team). The selection of the three countries will be contingent of the likelihood of Primero/GBVIMS+ rollout in these operations. It is of paramount importance that Primero/GBVIMS+ rollouts are accompanied with hands-on and remote technical support on case management as the Primero/GBVIMS+ platform aims at equipping GBV service provider with a case management information management system. Through the provision of hands-on and remote technical support, the Consultant will work with national GBVIMS Coordinators to provide support to GBV service providers so that they may improve quality of care for survivors within their respective programmes. This will include an assessment of current practices, capacity building to strengthen their capacity and implementing systems for monitoring practices. The Consultant will lead the adaptation and dissemination of key global tools and resources related to GBV case management. The Consultant will also support pilots of the GBVIMS+ module of PRIMERO by ensuring that GBVIMS+ users have the capacity to manage GBV cases prior to deploying the technology. This will be done by assessing their capacity to determine htat they meet the minimum requirements in terms of quality service provision and ensuring that they provide quality case management before equipping them with an information management system for case management (cf. Primero). Lastly, the Consultant will also act as Focal Point to support the overall rollout of the GBVIMS in Mali, Nepal, Niger and Somalia.
The Consultant will receive overall guidance from the UNICEF GBViE Specialist. Day-to-day supervision will be provided by the Inter-Agency GBVIMS Coordinator based at UNFPA in New York. As part of the GBVIMS Surge Team, the Consultant will work directly with the IASC Coordinator and other members of the Technical Team under the overall guidance of the global inter-agency GBVIMS Steering Committee. The Consultant will work closely with the Surge Team member focused on Primero/GBVIMS+ to ensure coordination between both components, especially during Primero rollouts.
Expected results: (measurable results)
1. Provide on and off site technical support on case management
In close consultation with the UNICEF GBViE Specialist in HQ, the GBVIMS Inter-Agency Coordinator, and the GBVIMS/GBVIMS+ Consultant of the Surge Team, the Consultant will continue to support UNICEF-s efforts to promote GBV Case Management standards among existing and potential/new GBVIMS users, by providing on- and off-site technical support and recommendations to ensure GBVIMS efforts are implemented in coordination with ongoing efforts to improve quality of care, support and case management for GBV survivors (in Mali, Nepal, Niger, Nigeria and Somalia). This will consist of trainings, as well as training of trainers so as to certify field staff as case management trainers for their own organisations and other GBVIMS users.
2. Review and adapt current GBV IMS ressources
The consultant will review and adapt current GBVIMS ressources to ensure adherence with the Inter Agency case management guidelines, including:
§ The GBVIMS User Guide;
§ The GBVIMS Rollout Guidelines;
§ The PRIMERO/GBVIMS+ User Manual and implementation plan; and
§ GBVIMS/GBVIMS+ training packages.
3. Develop and pilot new complementary materials to be applied to the GBVIMS roll-outs
Develop complementary new materials in line with the GBV Case Management Guidelines to be applied to GBVIMS rollouts. This will include:
§ An initial case management checklist to assess the capacity of potential GBVIMS users;
§ Tools and guidance on the process to review case management protocols and practices; and
§ Key performance indicators on case management integrated into the Primero/GBVIMS+ platform.
4. Inter-Agency Capacity Development and standard setting
Based on gaps identified during case management assessments, develop recommendations and action plans with and for GBVIMS users to ensure their internal case management protocols and practices are in line with the GBV Case Management Guidelines.
5. Dissemination of the GBV Case Management Guidelines
Disseminate the GBV Case Management Guidelines through:
§ Working with the GBV AoR, the global Child Protection Working Group and relevant sub-groups to disseminate the Guidelines and coordinate rollout efforts;
§ Developing key learning products (such as podcasts, video shorts, etc.) based on the Guidelines to be posted on the GBVIMS website and other relevant platforms; and
§ Delivering webinars on the Guidelines.
6. Development of learning products on the Case Management Roll-out
In order to further strengthen the body of knowledge on the roll-out of the GBV Case Management roll-out, the Consultant will develop learning products, including at least one case study.
Duty Station
The consultancy will be home-based with significant travel to emergency-affected contexts within Africa, Asia and the Middle East. Specific countries for support and rollout missions will be determined through country-driven demand, consultation with country GBV working groups, and a predetermined set of eligibility criteria already in use by the inter-agency GBVIMS team.

Key competences, technical background, and experience required Deadline
§ Master in public health, social work, political science, human rights and international law or other related degree, or equivalent programming experience.
§ At least 8 years of programme management experience, preferably including at least 3 years implementing GBV programming in humanitarian contexts.
§ Deep understanding of GBV guiding principles and what it means to provide a survivor-centered response.
§ Demonstrated experience with GBV case management and its intersections with information management; experience supporting staff in GBV case management, and experience providing case management training a plus.
§ Demonstrated experience developing and facilitating workshops.
§ Demonstrated experience in database development, usage and management.
§ Demonstrated capacity to analyze data/statistics for humanitarian operations.
§ Excellent Computer skills, including MS Word, Excel, Access and database software, in-depth knowledge of pivot table/chart and data analysis.
