Tender Details
Tenders are invited for Consultant for Development of Proposal -Passport, Citizenship and Immigration Agency (Pica).
The Government of Jamaica (GOJ) has received financing from the World Banktoward the cost of Strategic Public Sector Transformation Project (SPSTP), and intends to apply part of the proceeds for consultingservices.
The con sulting services (“the Services”) include the development of a full project proposal forthe replacement of the Passport, Citizenship and Immigration Agency-s (PICA) Border Management System (BMS). Theconsultancy will have duration of 4 mo nths.

The Ministry of Finance and the PublicService now invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services. Int erested Consultants should provideinformation demonstrating that they have the required qualifications and relevant experience to p erform the Services. Theshortlisting criteria are:
• At least seven (7) years experience in project/program designandmanagement.
• At least seven (7) years experience in proposal development for medium to large scale projects.
• At least seven (7) years experience in project/program design in the field of Border Management Control Systems, including Automated Border Control (ABC) systems, E-Visa systems, Interactive APIS, and E-passport systems.
Key includxperts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn toSection III, raphs, 3.14, 3.16, and 3.17 of the World Bank-s “Procurement Regulations for IPF Borrowers” July2016 (“Proc urement Regulations”), setting forth the World Bank-s policy on conflict ofinterest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearlywhether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, allthe partners in the joint venture shall be jointly and s everally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant-s Qualification -Based Selection Method set out in the Procurement Regulations.
