Description : A. RATIONALE
Violence against women (VAW) remains a significant human rights and public health concern requiring coordinated, survivor-centered, and multi-sectoral responses.
In Metro Manila or the National Capital Region (NCR), several agencies provide services to victim-survivors, including law enforcement, social welfare, health facilities, legal assistance providers, local government units (LGUs), and civil society organizations. However, service delivery often operates in silos, resulting in fragmented referrals, duplication of efforts, delays in assistance, and barriers to survivors- access to comprehensive and sustainable care.
Establishing a functional VAW Referral Network in NCR will strengthen coordination among service providers, clarify referral pathways, standardize procedures, and ensure timely and survivor-centered support.
