Organisational Context
ECPAT International (EI) is a global network of organisations working together for the elimination of the sexual exploitation of children (SEC) in all its manifestations i.e. exploitation of children in prostitution, online child sexual exploitation, sale and trafficking of children for sexual purposes, sexual exploitation of children in travel and tourism and some forms of child, early and forced marriage. The ECPAT Network currently consists of 109 members working at national and local levels in 96 countries.

ECPAT Members are very diverse: some are small grassroots advocacy organisations; some are large social welfare providers; some members have activities covering a wide range of SEC issues while others concentrate on only one aspect. ECPAT works to build collaboration among local civil society actors and the broader child rights community to form a global social movement for protection of children from sexual exploitation. ECPAT Members are involved in the implementation of various initiatives to protect children at local levels.

The ECPAT International Secretariat coordinates the global work of the organisation and is based in Bangkok, Thailand. The Secretariat designs and implements global and regional level programmes, and undertakes programming, campaigning, advocacy and research to facilitate a range of network initiatives.

Background
ECPAT International is seeking a consultant to assist in developing 10 case studies that demonstrate successes in a variety of activities from ECPAT network members in Central Europe and Central Asia (EE&CA). Examples of case studies may include individual case interventions, successful advocacy efforts, effective projects, etc. The initiative to gather case studies is based on the need for evidence based advocacy work that has been expressed by numerous members of the EE&CA region. The case studies will serve as advocacy tools for the implementation of a regional advocacy strategy that is currently being developed.

Position Objectives
Through consultation with ECPAT staff, develop a list of case study topics and a template.

Conduct interviews with ECPAT member organisations during a regional network meeting (15-17 May in Vienna)

Conduct desk research to present relevant context for each case studies

Write up and finalise 10 case studies in English language

Case Study Outline
The template is to be agreed in the early stages of the project with relevant ECPAT staff. Concise and clear writing is important and each case study should not exceed 8 pages. The structure will roughly follow the below outline:

Relevant background information

Brief organisational profile

Brief description of the issue

Detail of approach, including successes and challenges and incorporating quotes from interviews to highlight

Recommendations

Required Competencies/Qualifications
The successful candidate will meet the following criteria:

Core Competencies
Excellent time management and multi-tasking skills;

Strong interpersonal and negotiation skills;

Accountability.

Technical Competencies
Fluency in English and Russian

Understanding of the region-s development context, activities, actors

Experience in research, monitoring and evaluation

Excellent capacity to write for different audiences

Qualifications & Experience
Qualifications or relevant work experience in child protection, education, international development or related discipline;

Experience on this topic in the region is a distinct advantage

Timeframe
The Consultancy is expected to be for a period of 30 working days. Assignments are to be completed by the end of June 2019.

Management and Reporting Arrangements
The overall project coordination will be the responsibility of the Consultant. Throughout the project, the Consultant will report to the Regional Coordinator for EE&CA.

Additional Information
All discussions and documents relating to the assignment will be treated as confidential by all parties.

The Consultant is expected to act at all times in a manner consistent with the values of ECPAT International and in compliance with the organisation-s policies and procedures including Child Safeguarding Policy and the Ethical Code of Conduct.

The Consultant is expected to be home-based, work with own office equipment and to have access to basic communication tools, such as internet and email.

Travel arrangements to Vienna will be covered through ECPAT International-s Travel Policies and Procedures.
