Description:
Lutheran World Relief (LWR) is seeking a highly experienced Zimbabwean national as a consultant for humanitarian assistance work. Primary function of the consultant is to assist LWR with its programmatic start?up of the cash transfers program including assisting LWR-IMA-s local partner in the needs assessment, cash readiness assessment and development of systems and tools for an efficient and effective cash transfers program in the Chipinge and Chimanimani Districts of Zimbabwe. Under supervision and technical guidance of LWR-IMA-s Emergency Program Manager for Technical Capacity (EPM-TC) the consultant will play a key role in establishing the necessary tools and systems for the design, implementation and monitoring of the cash transfers program. The consultant will be LWR-IMA-s main focal point in dealing with the local partner organization, local Govt, the communities and the private sector, such as the mobile-money service providers and financial institutions. In addition to the CTP programs, the consultant will provide overall guidance, mentoring and support to LWR-IMA-s local partner and its affiliates in successful implementation of the Shelter/NFI and Psychosocial activities of the Cyclone Idai emergency response program.

Targeting Cyclone Idai-affected communities, the primary geographic area of focus of this position is the Chipinge and Chimanimani Districts. Major outputs will include: Identification of needs of the disaster-affected communities in the form of a well-documented needs assessment, completed cash readiness assessment (using the CaLP tools), design of a Cash Transfers program utilizing the existing mobile-money network with a clear and well documented comparison of the available networks, and successful implementation of the project through LWR-IMA-s local partner Smile for Africa. The program will require close coordination with the humanitarian community, including the ACT Alliance, participation in the Early Recovery Cluster meetings and relevant working groups, working closely with the relevant Govt authorities, and with the community leaders to ensure that the program design and implementation is in line with the realities of the context in which we operate. Specific roles and responsibilities of the consultant is outlined below:

Key Functions:

Connecting with and visiting peer agencies, including UN?OCHA, national and International NGOs and relevant Govt authorities to get clarity on the coordination mechanism, assess gaps in disaster assistance, and identify geographic and sectoral areas for LWR-s disaster relief program, in particular (1) potential partners and locations for implementation of the CTP project, and (2) potential sectors and geographic areas for a targeted program from a CTP program point of view.

Under supervision and the technical guidance of the LWR Emergency Program Manager for Technical Capacity, and when feasible, conduct a rapid needs assessment of the selected geographic areas to collect and analyze the information to be used by the EPM?TC for preparation of the assessment report.

Conduct thorough analysis of the impact of a cash transfers program on the local market. Use of the existing tools and data such as the EMMA, MERS, and other relevant resources for the target areas is highly desirable.

Conduct mapping analysis of the available service providers for mobile-money transfer programs, including a comparison of the most broadly-used services, costs of transactions, proximity of its of service centers to the communities, etc.

Conduct analysis of the level of functionality of the local market, including availability of commodities, ease of access and use and acceptance of the mobile-money platform.

Coordinate closely with the relevant stakeholders to ensure a well-coordinated program to avoid duplication of distribution of funds to the beneficiaries.

Provide overall oversight, mentoring and guidance to LWR-IMA-s local partner in implementation of the Cyclone Idai response program.

Report on the local market, service availability and comparison of the mobile money service providers

Signed agreement/MoU with the Mobile Money Service providers

Weekly Situation Report

Qualification:

Bachelors level education in social science, economics or international development.

4?6 years of experience in humanitarian assistance in the field, including conducting situation analysis, coordination with key stakeholders, and program design.

Expert-level experience in the design and implementation of cash transfers program, ideally in rapid-onset emergency settings.

Thorough understanding of the context of Zimbabwe, including cultural and political dynamics of the areas of LWR-IMA-s operations.

Knowledge of the current humanitarian situation in terms of assistance and gaps and an understanding of the international humanitarian architecture involved in the Cyclone Idai response.

Strategic thinking and analytical skills in combination with experience in conducting rapid assessments is highly desirable.

Knowledge of the basic principles of humanitarian assistance, the IFRC code of conduct and belief and commitment to adhere to LWR-s values and principles in disaster assistance.

English language proficiency.
