World Vision (WV) Jordan is inviting potential Consultants, which are all strong and highly regarded within the industry to participate in Baseline Study consultant for BMZ_Livelihood Project Tender.

Consultant-s Roles and Responsibilities

· Establish working contacts with all the relevant stakeholders.

· Review of the relevant project documents i.e. project proposal, log frames, reports etc.

· Prepare and submit to World Vision the baseline inception report and Baseline Design Documents (BDD) that include methodology to be used, sampling framework, work plans and schedules for both quantitative and qualitative aspect of the assignment for review and feedback by world vision.

· Design data collection tools

· conduct field testing of data collection tools

· Conduct an in- depth desk top review of the relevant secondary data.

· Interview selected respondents during the evaluation.

· Hire and train data collection team;

· Visit project sites for observation and data collection purposes.

· Conducting entry and exit meetings (de briefing) with staff, partners and key stakeholders.

· Prepare and submit draft baseline report to World Vision for review and feedback.

· Develop and submit final baseline report as well as the other required deliverables.

1. Outputs and Deliverables

The expected deliverables throughout the process of the baseline include:

Baseline Design Documents (BDD), inception reports that include all data collection tools for both qualitative and quantitative methods that will be used.

Validated, tested and translated -into Arabic from English- data collection tools.

Data collection updated plan and timeline.

Hard copies of the questionnaires (if hard copies) and/or raw cleaned data (if on tablets).

Data analysis plan and timeline.

Datasets (should be delivered in an excel database structure).

Syntax file and software analysis database for quantitative analysis or outputs.

Notes and transcription of KII and FGDs.

Qualitative data analysis spreadsheets.

List of interviewed beneficiaries.

Budget breakdown.

Baseline report in English (based on template provided by World Vision).

Requirements in detail:

· Have excellent team leading skills, with the ability to work with a varied team.

· Have expertise and experience in social science research, including mixed methods and notably quantitative and qualitative primary data collection methods.

· Have expertise and experience in research, monitoring and evaluation in humanitarian emergency response contexts, preferably related to the Syria crisis, as well as related technical standards.

· Have a good understanding of the Syria crisis and livelihood related knowledge at policy level in Jordan.

· Have permission to work, travel and undertake primary data collection in the project target locations and be able to do so in the language of the primary target groups (Arabic).

· Have proven experience in conducting participatory qualitative and quantitative evaluation studies with superior analytical skills.

· Have a good knowledge of data collection software (such as Kobo, SMAP) and statistical packages (such as SPSS).

· Have excellent report writing skills.

· Have excellent written and spoken English and Arabic.

· Hold a minimum educational qualification equivalent to a master´s degree in a relevant field.
