Women-s economic empowerment is one of the strategic priorities for UN Women in the Asia-Pacific region. Many international commitments support women-s economic empowerment, including the Beijing Platform for Action, the Convention on the Elimination of All Forms of Discrimination against Women and a series of International Labour Organization conventions on gender equality. UN Women Regional Office for Asia and the Pacific (ROAP) supports women-s economic empowerment in line with these normative frameworks.



UN Women in partnership with the European Commission is implementing the regional programme, “Promoting Economic Empowerment of Women at Work in Asia” (WeEmpower Asia) to contribute to the economic empowerment of women, recognizing them as beneficiaries and partners of growth and development, by increasing commitment of private companies to promote gender equality and women´s empowerment through the implementation of the Women-s Empowerment Principles (WEPs). One critical area of work focuses on enhancing the capacity of private sector companies to implement the Women-s Empowerment Principles (WEPs) by promoting decent work opportunities for women and integrating a gender perspective in the business environment and practices. The programme will ultimately contribute to the achievement of gender equality through enabling women-s labour force participation, entrepreneurship, economic empowerment and thus their full and equal participation in society.



As part of the WeEmpwer Asia, UN Women ROAP seeks to engage a Consultant to support the inception phase of the programme to develop detailed work plans at the regional and country levels in close consultation with key partners identified during the programme development. The consultant will also support the finalization of the Performance and Monitoring Framework (PMF) as well as inception report to be submitted to the donor.


Duties and Responsibilities

Objective of the Assignment

The overall objective of this assignment is to lead the organisation of the detailed consultations with partners and stakeholders identified in the programme document, development of work plans at the regional and country levels in close collaboration with the programme team, including regional and national programme mangers that will be recruited to lead the implementation of the WeEmpower Asia. The consultant will also lead the technical and coordination support between the UN Women Regional Office for Asia and the Pacific (ROAP) and relevant country offices and other stakeholders in the region. In this regard, the consultant will work closely with the ROAP Strategic Planning and Coordination unit to develop the new project. He/she will ensure detailed consultations with key relevant partners and stakeholders at the regional and country levels to gather substantive inputs to inform the work plans at the regional and country level as well as the inception report to be submitted to the donor.



Scope of Work

Under the direct guidance of the Programme Specialist of the UN Women Regional Office for Asia and the Pacific (ROAP) and the Regional Programme Manager of WeEmpower Asia the consultant will undertake the following:



Develop a three-year work plan for implementation of WeEmpower Asia

Formulate three-year work plan/activities during the inception phase of WeEmpower Asia at the regional and country level
Coordinate with UN Women country offices to identify key partners and existing capacity and gaps, including potential areas for interventions based on the overall direction provided by the ROAP Strategic Planning and Coordination team and/or Regional Programme Manager of WeEmpower Asia
Develop sets of key questions and methodology for collecting required information during the inception phase
Organize regional and country-level consultations with key stakeholders and document the outcome of the consultations (reports of consultations) to feed into the regional and country level work plan, including specific areas of collaboration with relevant UN agencies such as the ILO and UNDP
Any other related tasks to complete the three-year work plan


Develop the Performance Monitoring Framework (PMF) in close consultation with key regional and national stakeholders

Based on the regional and country-level consultations with key targeted partners, draft the initial PMF that meets the requirements of UN Women and EU, including key milestones/targets and means of verification, collection method (with indicative timeframe/frequency) risks and assumptions and risk mitigation strategy
Based on the feedback from ROAP and country offices, revise the initial draft PMF as necessary
Any other related tasks to complete the PMF
Conduct assessment of existing evidence, training and tools at the regional level

Assess and map availability of data and knowledge on women-s economic empowerment, available in the seven target countries as well as at the regional level. This exercise will lay the foundation for the knowledge management and monitoring and evaluation framework of the programme at the regional level.
Assess quality, relevance and availability of existing tools, trainings and other capacity building resources at the regional level and coordinate inputs from country teams for assessment at the country level.


*Note: the assignment is home-based. However, the consultant might be requested to travel on mission to China, India, Viet Nam, Indonesia, Malaysia Thailand, the Philippines for face-to-face meetings, for which travel costs and Daily Subsistence Allowance (DSA) will be provided. Travel Authorization will be granted to the consultant prior to the travel date.

Final draft report outlining key results during the inception phase of programme to be submitted to the EU, including consolidated three-year work plan and PMF (incorporating comments from UN Women and EU)
Final draft assessment of existing evidence training and tools at the regional and country levels with inputs from country team

Education:

Master-s degree in economics, international development, law, social science or related field with minimum 10 years of relevant professional work experience in programme development and implementation including monitoring and evaluation activities., with strong technical expertise in women-s economic empowerment required (at least 5 years at the international level). * Bachelor-s degree with relevant combination of academic qualifications and at least 12 years of professional experience may be accepted in lieu of the Master-s degree.


Experience:

Strong track record in project/programme management for the UN or international organizations
Knowledge of and work experience on women-s economic empowerment, women-owned business and private sector engagement with experience in the Asia-Pacific region is required
Knowledge of results-based management (RBM) and the application of RBM principles in programme formulation
Previous experience with UN Women is an advantage
