Tenders are invited for Consultant - To Conduct Baseline Assessment on the Safe Public Transport Project (Lae).

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Papua New Guinea (PNG), UN Women works closely with local stakeholders to review, develop and implement policies, systems and mechanisms towards the empowerment and safety of women and girls. UN Women has designed a multi-country, global programme entitled Safe Cities Free of Violence against Women and Girls Programme (SC GP) that aims to develop, test and disseminate safe city models in Cairo, Kigali, Port Moresby, Quito and New Delhi for:

Preventing and reducing sexual violence against women and girls (SVAWG) in urban public spaces, enabling women and girls to move more freely and safely, and increasing the exercise of their right to enjoy such spaces. Local safe city models should be capable of adaptation and scale up, thereby having the potential to make more cities safe around the world. All of these cities face the global challenges of rapid urbanisation, and high levels of sexual harassment (SH) and SVAWG.

UN Women over the last few years implemented two specific Safe Cities initiatives, that leverage two key entry points to improve safety across in Port Moresby PNG. The first work began in 2011 in making markets a safe place for women and girls; and this was later complemented by work on safe public transport which has been ongoing since 2015. Both programs have received funding through the Australian funded Pacific Women program, the Government of New Zealand and other donors over the years. Specifically, the Safe Transport has also received support in the form of two buses, through the Australian National Committee for UN Women and Ventura Bus Lines Pty Ltd.

Rationale:

A scoping study under the Safe Public Transport (SPT) project by UN Women in Port Moresby (2013) found that 90% of women and girls experienced some form of violence while waiting for buses or during bus rides in Port Moresby. Ninety seven percent of women interviewed felt public transport to be unsafe and this safety hindered their mobility to access goods and services. High crime rates, especially sexual and gender-based violence in urban environments, combined with weak governance systems and poor infrastructure, continue to undermine the potential for women-s contribution to economic development in cities of Papua New Guinea.

Building on the successes of the Port Moresby project, UN Women (funded by the Australian Government) in partnership with Ginigoada is extending the SPT project to Lae with the view to generating similar results for promoting a safe transport system in Lae. Safe buses for women and girls, provided by Ginigoada, are crucial as a temporary special measure to facilitate s travel safely, especially for women and girls and also as a demonstration model to private Public Motor Vehicle (PMV) owners about the quality of services for travellers. Moreover, partners will continue to work with the broader transport sector partners to ensure the roads and transport systems are more inclusive of all segments of the society, especially women and girls.

The goal of the Safe Public Transport project is:

· Women and girls enjoy greater safety, reduced fear and increased mobility on public transport in Port Moresby and Lae.

The Project will focus on the following strategies and main outcomes:

· Strategy 1: Policy-oriented advocacy with local and national authorities to prevent and reduce Sexual and Gender Based Violence in public transport.

· Outcome: Transport stakeholders in the private sector, City Authorities and relevant National Authorities are able to provide a safer transport system for all, through policies, procedures, legislation, and city by laws that ensure protection of women and children.

· Strategy 2: Capacity development of duty bearers, and agents of change to prevent and respond to sexual violence and other forms of violence against women and girls in the transport systems in Port Moresby and Lae.

· Outcome: Enhanced capacity of duty bearers, including public transport providers, to prevent and respond to violence against women and girls in and around public transport.

· Strategy 3: Increasing public awareness and community mobilization, including outreach to men and youth, to promote gender equality and end sexual violence and other forms of violence against women and girls in and around the transport sector.

· Outcome: Transformative social behaviour change among public transport users to support, articulate and advocate for women-s and girl-s rights to a life free of violence.

· Strategy 4: Provision of safe buses for women and girls in Port Moresby and Lae.

· Outcome: Increasing number of women and girls using safe, reliable transport to access key economic and other services, services demonstrating best practice for safe transport for all and operating on an increasingly financially sustainable basis.

Duties and Responsibilities

Objectives of the Assignment:

The objective of this baseline assessment is to understand women-s use of public transport in Lae. The findings of the survey will be the baseline for the project-s key indicators and constitute the basis for measurement of project performance over time. The survey is expected to clearly collect qualitative and quantitative data on the following aspects of women-s access to Public Transport:

· Perceptions, experiences and attitudes of safety regarding the use of public transport;

· Better understanding of the priorities of women in terms of accessibility and the level of satisfaction with public transportation in Lae;

· Cost of transportation: enhanced understanding of current costs of PMV/Buses, cost of taxis and cost of carrying goods;

· Transport facilities: Better understanding of the current public transport facilities and management including infrastructure, Bus Routes, Number of bus stops available, number of registered buses, number of incomplete routes;

· Governance: Understanding of governance structures, policies and regulatory frameworks around traffic and public transportation management;

· Sexual harassment and other forms of violence when using public transport: Detailed contextual information and data on the extent of violence that occurs amongst/ against women in public places, particularly on PMV/Buses and other modes of public transportation and mobility as well as coping strategies by different segments of the society, especially women and girls;

· Transactional sex in exchange for transport: Better understanding of context and extent of the use of transactional sex in exchange for public transportation services and in public spaces;

· Women-only Bus: Overall reaction of safety and mobility for women only bus service in Lae and potential risks to women and girls and their households, the operators and other supporters of women only bus, particularly over concerns linked to competition or loss of revenue by PMVs.

Scope of Work/Duties and Responsibilities:

The study design and methodology will be discussed and agreed with the Consultant at the beginning of the consultancy. The consultant will use different data collecting methods: including but not limited to desk review, direct observation, quantitative survey, interviews, and focus group discussions, to establish a baseline for the project-s key indicators.

Under overall guidance of the UN Women Country Representative and direct supervision of the UN Women Programme Officer - EVAW, with considerable engagement with focal points from Road Transport Authority, Lae City Authority and other key stakeholder organisations, the consultant will perform the following tasks:

Task 1: Inception Report

An Inception report will be produced from this review covering following areas:

· Methodology and workplan which should apply gender sensitive and participatory methods for the gathering of data, including sampling strategy and data collection; sample size should be such to allow sufficient statistical power to compare responses between women and men;

· Literature review and comparative analysis on the Public Transport sector in Lae with specific analysis on the issues around gender, women, youth, elderly and persons living with disabilities;

· Analysis of the factors defining the nature and range of dominant activities around safe public space and transportation for women, including women-s economic empowerment;

· Identification of gaps and challenges within the sector, as well as the opportunities for strengthening policies and regulations within local authorities and supporting women-s economic empowerment through safe and increased mobility of public transportation;

· In consultation with UN Women, review existing tools developed by UN Women for these studies, and develop gender sensitive data collection tools to provide an understanding of the knowledge, attitudes and behaviours of distinct stakeholder groups e.g. women, men, girls, boys, community leaders, religious leaders, provincial, district and political leaders.

Task 2: Preparation and Training
