Context:

IOM evolves in response to global migration challenges and medical procurement and asset management continue to be a growing need. As part of further enhancement of the medical asset management system, a clear and structured process is vital to ensure cost-effectiveness, good product quality and safety, as well as timely deliverables, maintenance and disposal of medical assets.

IOM-s Migration Health programmes address the wellbeing and health needs of individual migrants as well as the public health needs of host communities by assisting its governmental and non-governmental partners. Especially in resource limited settings, medical procurement and asset management are relevant to maintain the supply and quality of pharmaceuticals and medical supplies, while minimizing the costs. The medical market is heavily regulated by both national and international entities and consistency with relevant health care standards of quality is of utmost importance.

Medical and pharmaceutical procurement, as with procurement of non-medical commodities, focuses on best value proposition of most competitive pricing and total cost of ownership, and ensures adequate products are available in the right quantity and quality, at the right place, at the right time from the right supply source.

IOM adapts best practices and follows recommendations from various health authorities such as

Word Health Organization (WHO) and Centers for Disease Control and Prevention (CDC), USA.

Under the direct supervision of the Head, Global Procurement and Supply Unit and in coordination with the Senior Migration Health Assessment Programme Coordinator (MHD) and Chief, Procurement and Supply Division (PSD), the successful candidate will be responsible for development of Standard Operating Procedure (SOP) for Medical Equipment and Asset Management System, as an integrated part of the existing Guide for Medical and Pharmaceutical Procurement and Supply Management, which is under revision. It is the expectation that the SOPs will be in sync with the roll out of the new IOM procurement manual (IN/168 Rev3) in 2019.

Audience: The SOP is intended for internal IOM usage, namely the Mission Procurement Focal Points, Global Procurement and Supply Unit (GPSU), MHD managers and senior clinical staff to effectively control the technical evaluation of medical related purchases and to facilitate tracking, maintenance and replacement of old medical equipment.

Structure and content of the documents: The Guide for Medical and Pharmaceutical Procurement and Supply Management, with the proposed outline will be provided to the successful consultant to guide the work in the development of the SOP for Medical Equipment and Asset Management System.

It is expected that the SOP for Medical Equipment and Asset Management System document will be:

• Fit-for-purpose, fit-for-use

• Comprehensive and user friendly

To achieve these, the SOP will need to include quick guides and relevant tools, check lists and templates, including the training materials incorporating Webinars.

Communication channels: The successful candidate shall coordinate all communication with the field and HQ through the supervisor.

Core Functions / Responsibilities:

Develop SOP for Medical Equipment and Asset Management System based on the medical equipment and asset database in PRISM.

Liaise with the senior IOM MHD and PSD managers/technical experts (to potentially include Chief, Procurement and Supply Division, Global Medical Health Procurement and Supply Assistant, Senior Health Assessment Programme Coordinator, Senior Global Health Assessment Quality Assurance and Compliance Coordinator, Emergency Operations Health Officer, Migrants Health Assistance Programme Coordinator, Global Teleradiology Coordinator, Regional Laboratory Coordinators, Regional HAP coordinators, USRAP Migration Health Adviser, Finance Officer (MHD), and others as needed such as Regional Thematic Health Specialists, Senior Project Coordinator Global Fund MER Project), and if necessary, other IOM departments to obtain their inputs into the Guide and SOP.

Reach out to selected implementing country offices (COs) of health activities and collect information about country-specific technical procurement and medical asset management requirements. Analyse this information for inclusion into the Guide and SOP. These health activities would include settings such as migration health assessment and primary health clinics, mobile missions, transit centres, processing centres, detention facilities as well as emergency related responses.

Liaise and consult with technical partners and other UN agencies to ensure that the medical equipment and asset management system SOP is in line with UN standards.

Present the SOP and checklist for final coordination and publication.

Develop training materials on how to use the guides and tools incorporating Webinars.

Perform any other duties as may be assigned.

Required Qualifications and Experience:

Education

• University degree in Pharmacy, Healthcare, nursing or other relevant clinical field from an academic institution, with specialized training on or working experience in medical procurement, logistics and asset management.

Experience

• Minimum of seven years of professional experience in procurement and asset management in a Government/Private Hospital or major medical institution including experience in international vendor sourcing and contract negotiation;

• Excellent writing skills, experience with writing medical procurement guide and asset management documentation, excellent self-organization skills, punctuality in meeting deadlines.

Languages

Fluency in English is required.
