Tenders are invited for Democratic Republic of the Congo: Consultant - IMAGINE Infrastructure Team Management Analysis and Support - DRC.
Background: Mercy Corps DRC is implementing a DFID funded 5-year multi sectoral program in eastern DRC. A major component of this program is the rehabilitation and expansion of the urban water system of cities of Goma and Bukavu. Currently Mercy Corps is in the construction phase of this work. Mercy Corps engineering team along with a consultant team are overseeing the construction management of this work. The focus of this collective team has been to move the projects forward with minimal impact to the schedule, budget, or functionality of the project. As with any large complex infrastructure projects, certain challenges have come up that necessitates design and or approach changes. These changes have not been properly documented and the team can also use additional management support to keep the projects on track.
Purpose / Project Description: The purpose of this consultancy is provide additional support for the IMAGINE Senior Engineer (Deputy Program Director, DPD) and the engineering team to establish proper documentation and reporting systems for these two construction projects.
Narrative (2-5 sentences +)
Consultant Objectives: The overall objective of this consultancy is to provide additional management support to the IMAGINE DPD. Specifically the consultant objective is to work with the Senior Engineer and the team to establish the following systems:
documenting change management

creation of a tracking system for flash reports

a repository for all official communications

creation of a version control system for all relevant technical and construction documents

Additionally, the consultant should support the DPD with drafting of official communications, updating of risk register, drafting monthly reports, and any other construction management related tasks required by the program needs.
Consultant Activities: The consultant will produce the above reports and systems and is available to support the DPD in execution of the two construction projects.
The Consultant will: The consultant will work with IMAGINE infrastructure team and other stakeholders to accomplish his/her tasks.
Consultant Deliverables:
The Consultant will develop the following deliverables in addition of providing overall management support to the DPD:
Change Management System

Flash Reports tracking system

Version control system

Drafting official communication/reports as directed by DPD

Timeframe / Schedule:
The anticipated length of this consultancy is 120 days. Preferably this work will commence in June 2019.

The consultant will report to IMAGINE Senior Engineer, DPD.
The Consultant will work closely with:
IMAGINE infrastructure team, IMAGINE senior management, contractors, consultants, HQ infrastructure group,
Required Experience & Skills:
BS or preferably MS in civil engineering or related fields

At least 10 years of experience in supporting large construction or similar projects

Experience with FIDIC contracting model

Extensive management experience skills, particularly in a complex context

Excellent facilitation and writing skills

Excellent people skills

Bonus Skills
French or Kiswahili language skills

Prior work in DRC

Familiarity with FIDIC contract
