Mercy Corps' Technical Support Unit (TSU) is a key part of the Program Department. TSU subject matter experts help set agency strategy and provide consultation - from assessment and design through project implementation and results measurement - to field offices worldwide, in some of the world's toughest places. TSU team members lead research, foster organizational learning, represent Mercy Corps to external audiences, and develop partnerships. Mercy Corps' Global Partnerships (GP) team leads the development, stewardship and growth of strategic partnerships worldwide. Mercy Corps has adopted an ambitious new partnership and resource mobilization strategy that seeks to build more strategic partnerships with bilateral and multilateral donor agencies to increase our program impact. This consultant will report into the TSU and collaborates closely with the GP team and other key internal stakeholders to ensure there is agency-wide awareness of key initiatives and opportunities.

Project Description:

Mercy Corps prioritizes gender, diversity and inclusion through transformative programming, responsive people policies and processes and effective operational practices. The aim of this consultancy is to grow and steward our partnerships in Canada and working with the Global Technical Support Unit and collaborate closely with the Global Partnership team. With solid know-how in gender integration and shifting structures that entrench gender inequalities, proven field experience and strong representational skills, the successful consultant will set up systems to ensure our program concepts are translated into top flight results, through effective technical support and exchange of lessons learned across the portfolio. S/he will develop a comprehensive understanding of our gender-transformative programming portfolio and effectively represent our work, evidence and lessons learned to partners and peers.

Consultant Objectives:

The Consultant will take the lead in partnership, program strategy and design, and program quality and support for programs funded by the Canadians and ensure gender integration and gender focused programming meets expectations of donor and Mercy Corps. As such the consultant will collaborate with program participants and field office teams in multiple countries worldwide, as well as work at the organizational level in terms of strategic program development, external representation, staff development, and the strengthening of Mercy Corps' global community.

Consultant Activities and Deliverables:

Partnerships:

Strengthen Mercy Corps' profile and representation through expert interaction and intentional robust communication plans.

Meet quarterly with partners to keep them abreast of programming and progress with our global Gender Diversity Inclusion initiative.

Take stock of donor interests and feedback and share with appropriate Mercy Corps team members.

Organize and facilitate Mercy Corps field team members engagement with donors to share progress reports on ongoing programs.

Prepare tailored materials as needed to supplement field reporting.

Share effective programming examples, messaging and strategies to inform our work with other donor partners with strong feminist foreign assistance policies in collaboration with other HQ teams.

Identify opportunities for and facilitate high-level meetings with senior Mercy Corps leaders in Ottawa.

Program Strategy and Development:

Contribute to the growth of the gender transformative programming portfolio.

Support teams in pre-positioning for future award cycles and unsolicited opportunities.

Explore and maximize new lines of revenue for multi-country or regional approaches that align with Mercy Corps and donor priorities.

Work with field teams to support 10-15 proposals per year and ensure proposals have strong foundational gender components.

Strategically input on both country-level program design and quality implementation to ensure solid and successful integration of gender throughout program design, delivery and evaluation.

Develop strategy and approaches to facilitate multi-team/multi-country shared learning around donor programming to leverage best practices, inform new program development and advance strategic partnerships with the donor, in the region and globally.

Program Quality and Support:

Work closely with field teams to ensure programs meet donor and partner expectations.

Review work plans and budgets to ensure ongoing support and attention are placed on key gender equality outcomes and staffing needed to deliver on objectives and outcomes.

Travel to field regularly to review program progress and advise regional leadership and others on program gaps and recommend solutions.

Coordinate closely with Gender Diversity and Inclusion and Gender team members to ensure field teams are adequately supported to meet donor requirements around gender equality.

Required Experience and Skills:

6 to 8 years of experience in International Development, including experience living and/or working overseas
Bachelor's degree required. M.A, M.S., M.Sc., or equivalent in International Development, International Relations or related field is preferred
Demonstrated success in donor stewardship and partnership building.
Successful track record in program design and proposal development with a strong gender lens and in a variety of geographic locations.
Solid understanding and demonstrated application of gender analyses to inform the design and implement programs in the field.
At least 3-5 years of experience providing support to field teams/partners in gender integration and addressing gender inequalities, including capacity building and training to teams.
Solid grasp of gender-sensitive M&E, experience with tracking indicators and progress and reporting back results and progress to donors/stakeholders.
Proven ability to work productively with a wide variety of stakeholders to run both the patory process and meet tight deadlines with an emphasis on producing quality products
Familiarity with major donors specifically Global Affairs Canada is required.
Strong organizational and process management capabilities.
Exceptional communication skills
Fluency in written and spoken English and French is required.
Success Factors:

The successful consultant will be an outstanding relationship builder, particularly with institutional donors and internal stakeholders. They will develop successful partnerships with donor representatives from across the relevant teams. The selected candidate will have the ability to leverage successful donor programming to grow the portfolio for the agency. Sound and strategic program visioning will be required as well as effective partnerships with other teams to identify areas for growth, outline prepositioning plans and execute on those plans. They will be able to provide project oversight to the programming portfolio ensuring it is meeting donor requirements and is showing strong impact. The successful applicant will be a strong technical expert in gender and be able to transfer knowledge and skills to others, as well as be open to supporting field teams connect to other resources needed to implement successful programs that have other outcomes in addition to gender. The individual must have exceptional presentation and writing skills and the ability to multitask, set priorities, pay attention to detail, and work under tight deadlines within complex team environments. The successful candidate will have strong strong interpersonal skills, and a healthy competitive spirit, and have the drive and initiative to contribute to internal team efforts. Being able to manage and effectively participate under a dotted line reporting structure is key.

Living Conditions:

This consultancy will be located in Ottawa, Canada. The position requires travel approximately 30% time to the field where living conditions may be exceptionally rugged or be in volatile environments where security protocols will need to be followed. When in the field the consultants must able to work in remote settings, over weekends and/or evening as required by the schedule, and in settings with limited infrastructure, food options, and living conditions.
