Tenders are invited for Consultancy in Technical Assistance for the Development of the Strategic Plan of Nutrition 2019-2023. Port-Au-Prince, Haiti.

Malnutrition remains a public health and development problem in Haiti as indicated by the preliminary results of the latest Mortality, Morbidity and Use of Services Survey (EMMUS-VI) conducted in 2016-2017. Iron deficiency anemia is the most worrying problem with a national prevalence of 66% in children under 5 and 48% in women of childbearing age. These levels have hardly changed since the early 2000s. The prevalence of stunting has stagnated at 22% since 2012, with one in five children having a height deficit relative to age. The prevalence of acute malnutrition, estimated at 3.7%, fluctuates greatly depending on seasonality and climatic aleas that can reach levels above 10% during humanitarian crises. These statistics show insufficient progress in achieving sustainable development goals, including the WHO global targets for reducing iron deficiency anemia (by 50%) and stunting (by 40%) by 2025. Malnutrition is not only limited to undernutrition but also includes over-nutrition and its consequential overweight and obesity, which have serious consequences for longevity and quality of life. The prevalence of overweight / obesity of 25% among women of childbearing age is twice as high as the chronic energy deficit of 13%.

The country has a National Nutrition Policy (2012) and has just finalized the National Policy Paper on Sovereignty and Food Security and Nutrition (PNSSANH-June 2018).These two documents give the priorities and the main orientations of the country to fight against all forms of malnutrition. On the other hand, in 2014, the country adopted a five-year national strategic plan for nutrition that will come to an end at the end of 2018.

It is in this context that the Ministry of Public Health and Population (MSPP) proposes, with the technical and financial support of Unicef, to update the strategic plan for nutrition in order to identify better adapted and efficient for the next 5 years in the light of the current situation, evidence and good practices in nutrition.

How to make a difference?

The purpose of this consultancy is to provide technical support to the Ministry of Public Health and Population, more particularly to its National Nutrition Directorate (UCPNaNu), in the formulation and drafting of the 2019-2023 National Nutrition Strategic Plan, in order to to guide the country in its efforts to combat malnutrition and to contribute to the achievement of the Sustainable Development Goals, in particular SDG 2.

The main objectives of this consultancy are:

1. Review the status of the national nutrition program and update the analysis of the nutritional situation, including bottlenecks and their causes;

2. Determine the strategies and interventions to be prioritized with cost-effectiveness proven for scaling up by the MSPP and its partners;

3. Develop a detailed strategic plan and figure with a framework of results, where the mechanisms for monitoring and evaluation, including accountability, will be clearly defined.

Qualifications needed

§ Have a master's degree in nutrition, public health, social sciences or any other relevant discipline;

§ Knowledge and understanding of the global context of nutrition including the Scaling Up Nutrition (SUN) movement, the first 1000 days of life, the Lancet series on maternal and child malnutrition;

§ Excellent analytical, synthesis and writing skills

§ Ability to work closely with government authorities with tact and diplomacy;

§ Ability to work as a team but also independently with a minimum of supervision;

§ Perfect mastery of French (spoken, spoken and written);

§ Mastery of Microsoft Office software (Word, Excel, Power point).

Professional experience required

§ At least 8 years of professional experience in the development of strategic and strategic nutrition documents including at least 3 years at the international level

§ Experience in developing countries with a profile similar to Haiti

Working conditions

§ A work space will be provided to the consultant in UNICEF offices, however, he is expected to work closely with the MSPP team.

§ The consultant will have to use his own working material (laptop, phone etc.);

§ The consultancy includes a mission in Haiti (17 days) and a drafting work at a distance during which the consultant will have to communicate regularly with his direct supervisor;

§ The consultant will be required to sign a certificate of good health, The consultant will comply with the United Nations security rules

Contract terms and estimated costs

The consultant is required to submit as part of its application:

§ An all-inclusive financial proposal (Fees and related costs, including transportation, living expenses, etc.) based on RDTs

§ A scanned copy of the master's degree

§ Coordinates of the last 3 supervisors for checking references.

§ A valid medical insurance certificate, including a formal medical evacuation clause at least during the presence in Haiti

§ A copy of the first page of the passport

The consultant's fees will be paid based on the submission of deliverables as follows:

§ 25% delivery of the format of the strategic document including the analysis of the situation and the main orientations

§ 50% to the delivery of the draft of the strategic document

§ 25% upon delivery of the final valid strategic document and subject to satisfactory performance evaluation.

For each child, demonstrate
