The Danish Refugee Council (DRC) has received a grant from Danish International Development Agency (DANIDA)for the implementation of the humanitarian aid operation entitled Danida Regional HUM 2019. Part of this operation is the supply of Consultancy Terms of Reference for Stakeholder Mapping - Migration and Displacement in Asia. DRC, Displacement and Partnership in Asia
Displacement is a major issue in Asia with millions being displaced every year. The two forms of displacement of critical concern in Asia are conflict-induced displacement and natural disaster-induced displacement, with development-induced displacement an emerging problem. In line with global trends, displaced populations in Asia often move from rural to urban areas and tend utilise the same transit routes taken by migrant workers both within their home countries as well as when they attempt to move internationally. The Asia region is characterized at the same time by fast evolving and complex population movements, including large-scale movement of migrants and refugees, and by a particularly weak legal framework for the protection of people moving as part of these - largely irregular - movements. Due to the lack of a legal and protection framework in many countries across Asia, refugees and migrants are often treated as “irregular migrants” and as such subject to measures such as arrest, detention and deportation. Many take great risks to escape life-threatening situations, such as conflicts, violence, discrimination or natural disasters, embarking on perilous journeys by land or by sea.
Delivering on DRC Asia-s partnership aspirations will involve developing relationships with various actors, in order to access a range of capacities to address the complex nature of displacement. DRC envisions working together with research institutions, United Nations (UN) agencies, other CSOs, both international, national and local, as well as private companies and government entities to draw together their respective strength and values. It draws from an understanding of change as multi-layered and complex, requiring direct interventions alongside advocacy and leverage which is exercised in different ways, from national through local and across regions and internationally. For this reason, DRC Asia-s conception of partnership goes beyond traditional sub-granting relationships with local NGOs to engage with a broad range of actors including governments, think tanks and research institutes, private sector, civil society organisations and humanitarian agencies.

Objective of the Consultancy
The envisaged stakeholder analysis will provide a comprehensive overview/mapping of the main stakeholders and potential strategic partners of DRC Asia in the field of displacement and migration in South and Southeast Asia. The stakeholders should at a minimum have the ability to influence the migration and displacement agenda in multiple countries, and preferably across the region.
The stakeholder mapping should include the following actors as deemed relevant:
- regional organizations;
- international organizations with multi-country/ regional reach;
- international NGOs and civil society networks (e.g. ICVA, APRRN);
- academic institutions;
- think tanks;
- governments and inter-governmental agencies with specific interest on displacement and migration issues;
- other regional/displacement-related initiatives;
More specifically, the stakeholder mapping should:
- identify the key regional actors that are influential in the field of migration and displacement that might have an interest in the work of DRC Asia and with whom DRC Asia might partner with (e.g. in terms of displacement-related analysis, policy engagement, joint advocacy and coordination);
- inform the stakeholders identified as per the above about DRC-s regional-level work in Asia;
- provide a better understanding of specific areas where the concerned actors are working (e.g. trafficking, labour migration, refugees, etc., their priorities and interests, and highlight the areas of convergences with DRC-s work.)
- identify potential synergies and areas where DRC-s regional-level work (especially MMC and ADSP) could potentially contribute to the work of other stakeholders;
- when relevant, provide recommendations regarding future engagement of DRC Asia with the concerned actors.
